Tleuberdi also noted that "recently the CSTO Secretary General commented" on this issue.

“As he said, this is a hypothetical question.

That is, it is practically impossible.

For a possible direction, of course, a resolution and the corresponding mandate of the UN Security Council are needed.

But, as you know, the UN has its own peacekeeping forces, so in practical terms, the question is not so worth it,” the Kazakh Foreign Minister added.

The CSTO Secretary General Stanislav Zas himself noted that "hypothetically" the organization could send peacekeepers to the Donbass with the consent of Kiev and the corresponding mandate of the UN Security Council.
