Emmanuel Macron was finally to declare himself a candidate for the presidential election this week.

The opportunity for him to arrive at the opening of the Agricultural Show on Saturday, in the shoes of an official candidate.

But here it is: the war between Russia and Ukraine seems to be getting closer every hour.

Not a small subject to deal with for the head of state of one of the main powers of the continent.

Result, it will probably have to wait until next week.

Emmanuel Macron will no longer have a choice anyway because it is Friday March 4 that the Constitutional Council stops collecting sponsorships from elected officials.

Admittedly, the outgoing president already has plenty of money, but he must still formally apply to the body.

We certainly cannot plead surprise.

“The late campaign entries of outgoing presidents are classic under the Fifth Republic”, recognizes Agnès Evren, spokesperson for Valérie Pécresse.

And, like all his predecessors, Emmanuel Macron promised that he would be president "until the last quarter of an hour".

But that does not convince his opponents: “We were promised the new world, but this late start to the campaign is very similar to what we had already seen”, ironically Benjamin Lucas, spokesperson for Yannick Jadot, who adds: “ Anyway, he has been a candidate for five years, it does not change our campaign.

A slurred debate

The oppositions nevertheless see a problem in the fact that once the outgoing president enters the campaign, there will only be about forty days left before the first round.

Very short for an election campaign which is definitely having a hard time getting off to a good start.

The oppositions have been denouncing for weeks now what they consider to be a skipping of the debate.

“I find that this harms the free play of democratic institutions, denounces Agnès Evren.

Emmanuel Macron would almost like a tacit renewal of his mandate.

“Same story among ecologists:” There has been a lot of violence and tension in this mandate.

This campaign should be a moment of democratic breathing”, thinks Benjamin Lucas.

On the majority side, it is considered that the oppositions can only blame themselves if the campaign does not take off.

“The candidates should not need a president in the campaign to exist, stings Maud Bregeon, spokesperson for La République en Marche.

It's a rather easy criticism that hides the difficulties of some candidates to embody their own vision.

The walker also highlights the international situation to justify the delay: “What is happening in Ukraine is serious.

It is normal that peace in Europe is what matters most to the president at the moment.

The opponents interviewed agree, but do not believe that this is an additional dodge.

“The files of Mali or Ukraine cannot be excluded from the electoral debate!

“, indignant Agnès Evren.

Go on campaign late and have less speaking time

In fact, the presidential majority already squares the ground.

Ministers already give many public meetings.

The Web platform "With you" was launched several weeks ago.

And many leaflets have already been distributed, including the last with Emmanuel Macron… from the back, facing the French and the French.

“From a logistical point of view, with us, everything is ready”, reassures Maud Bregeon, before warning the opponents of the Head of State: “Our militant base is very motivated to campaign.

“For the moment very focused on the balance sheet of the five-year term, the communication of the majority contains” all the same long-term elements.

Like the France 2030 investment plan, announcements on nuclear power and those from Beauvau security…”, explains the walker.

It is this evidence of the candidacy of Emmanuel Macron, even this hypocrisy, which makes Benjamin Lucas say that the situation can fuel the cynicism of citizens.

For the moment, this is not seen in the polls: the outgoing president is still very stable, around 24 or 25% of voting intentions in the first round.

And the political consensus tends to consider that delaying his candidacy is rather a good strategy. 

Beware of regrets, however: less campaign time means less speaking time, to be shared with more people.

In 2012, for his re-election campaign, Nicolas Sarkozy finally regretted having left for the campaign "two weeks too late".
