Krupnov stressed that the Non-Chernozem region, in which 60 million people live in 32 constituent entities of Russia on the territory of four federal districts (Central Federal District, Northwestern Federal District, Volga Federal District, Ural Federal District), today has “a pronounced and obvious to all specifics of space fragmentation and depopulation.”

At the same time, as the expert noted, the Non-Chernozem region still does not exist as an object of state administration, remaining an unofficial name that is not prescribed in state documents and decisions.

There is no such gigantic macroregion in the documents, but in reality there is "a whole bunch of typical socio-economic and ideological problems," the source told RT. 

In particular, as Krupnov explained, in some areas, often comparable in territory to a small European country, as a result, no more than 7 thousand people remained.

He added that it is necessary to carry out a mass voluntary resettlement of the mega-region by Russian youth, who should receive “infrastructurally provided non-chernozem hectares for the creation of family ancestral estates and inter-estate settlements.”

The expert also stressed that the Non-Black Earth Region is a “unique and colossal hyperresource of planetary significance” with more than 20 million empty uncultivated hectares of arable land capable of producing “healthy organic food and scarce ecological flax raw materials for the textile industry.”

He stated that it is worth "dramatically increasing" the attention of the federal executive authorities, embassies and heads of the regions of the Non-Black Earth region to the problem of the comprehensive recovery and development of this economic zone of Russia.

In his opinion, it is necessary to include this region in all defining documents of strategic planning.

"Initiate a nationwide youth movement" Non-chernozem hectares - new estates", organize a new national project "Integrated Development and Reconstruction of the Non-Black Earth Region", create a commission under the president on the development of the Non-Black Earth Region in order to coordinate activities to raise, reconstruct and develop this zone of Russia, "says in the text of the appeal. 

In addition, as the specialist noted, it is necessary to organize an annual festival for the development of the Non-Chernozem region, as well as create a science city (academgorodok) for the development of the Non-Chernozem region and a world-class scientific and educational center on the basis of leading scientific organizations and universities in the region.

Earlier it was reported that more than 2,000 applications had been submitted for a free hectare in the Russian Arctic zone.
