“We are also aiming at the possibility of access of the Russian state and government to our capital market, limiting the financing of their policies by limiting the access of sovereign debt to our market,” Borrell said.

He also said that the EU would impose sanctions against 351 State Duma deputies and 27 individuals and legal entities after Russia's decision to recognize the independence of the LPR and DPR.

In addition, Borrell clarified that Russian President Vladimir Putin is not on the list of EU sanctions.
