“Bastrykin instructed the Main Investigation Department of the Russian Investigative Committee to initiate a criminal case on the indicated fact and establish all the circumstances of the incident,” the Investigative Committee said.
Earlier, the representative office of the LPR in the Joint Center for Control and Coordination reported an explosion near its building.
According to the People's Militia of the LPR, the head of the representative office and his driver were injured.
The Luhansk Interior Ministry said that about 15 kg of explosives were in the exploded car.
