Frenchman Guillaume Martin (Cofidis) completes the podium at 1 minute 48 seconds.
For the stage, Quintana broke away from a group of six riders on the descent of the Col de Saint-Roch, at km 85, to win with 1 minute 22 seconds ahead of Martin and 1 minute 30 seconds on the counter group settled by the Frenchman Thibaut Pinot (Groupama-FDJ).
