  The "Measures" has a total of 20 articles, focusing on issues such as "what is", "what to do", "who is in charge", "how to hire", and "how to do it well", and systematically designs the appointment and management system for vice-principals of the rule of law in primary and secondary schools. .

  The first is to clarify the scope of adjustment.

The "Measures" stipulate that the vice-principal of the rule of law refers to the person recommended or appointed by the people's court, the people's procuratorate, the public security organ, and the judicial administrative department, and hired by the education administrative department or the school, who concurrently holds the post of vice-principal in the school and assists in carrying out relevant work.

The "Measures" apply to the appointment and management of vice-principals for the rule of law in ordinary primary and secondary schools, secondary vocational schools, special education schools, and specialized schools.

  The second is to expand work responsibilities.

The "Measures" expand the responsibilities of the vice president of the rule of law into six areas, including promoting the study and publicity of Xi Jinping's rule of law thought, carrying out legal education, and assisting in protecting students' rights and interests, preventing juvenile crimes, participating in security management, and implementing or guiding the implementation of education and punishment. , to guide legal governance and other responsibilities.

The "Measures" stipulate the management system at the national and local levels.

At the national level, the education administrative department of the State Council, in conjunction with the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, and the Ministry of Justice, formulates macro policies, and coordinates and guides local governments to carry out the work of vice presidents of the rule of law.

At the local level, the education administrative department of the local people's government at or above the county level, in conjunction with the people's court, the people's procuratorate, the public security organ, and the judicial administrative department, will make overall plans for implementation based on existing practices in practice and local realities.

Encourage qualified places to establish a joint meeting system for the work of vice-principals of the rule of law with the participation of relevant departments, and coordinate the promotion of the appointment and management of vice-principals of the rule of law in local schools.

  Fourth, improve the employment mechanism.

The "Measures" clarified the requirements of the vice-principal of the rule of law in terms of politics, business, physical and mental health, educational ability, etc.

In order to expand the scope of selection, the "Measures" also include qualified retirees under the age of 65 in the scope of employment, and hope that more enthusiastic legal workers will contribute.

In terms of the employment mechanism, the "Measures" stipulate that the education department shall formulate an employment plan in conjunction with the relevant competent departments, establish a database of vice-principals under the rule of law, and organize school selection and employment.

The "Measures" require every primary and secondary school to have at least one vice-principal of the rule of law, and give priority to the provision of a vice-principal of the rule of law for schools in remote areas, rural areas and weak urban schools.

At the same time, the "Measures" make targeted provisions on tenure and renewal, to solve problems such as imbalanced staffing, untimely appointments, and frequent turnover.

  Fifth, strengthen guarantee incentives.

The "Measures" stipulate that the education department shall, in conjunction with relevant departments, formulate and implement training programs and plans for the vice-principal under the rule of law, so as to improve the ability and level of the vice-principal of the rule of law; the dispatched agencies shall create conditions for the vice-principal of the rule of law to carry out the work, and the work of the vice-principal of the rule of law shall be included in the work.
