China's seven departments: in-depth battle for comprehensive management of key sea areas

  China News Service, Beijing, February 17 (Reporter Ruan Yulin) Seven departments including the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Natural Resources, the Ministry of Transportation, and the China Coast Guard recently jointly issued the "Action Plan for Comprehensive Management of Key Sea Areas". When interpreting the plan to reporters on the 17th, the relevant person in charge of the Ministry of Ecology and Environment pointed out that it is necessary to work together to tackle the tough problems, and to do a good job in the comprehensive management of key sea areas, so as to realize the continuous improvement of the ecological environment of the three key sea areas including the Bohai Sea during the "14th Five-Year Plan" period.

  Since the "13th Five-Year Plan", China's marine ecological environmental protection work has made remarkable achievements, and the phased goal of the comprehensive management of the Bohai Sea has been successfully completed.

Although the ecological environment of the Bohai Sea, the Yangtze River Estuary-Hangzhou Bay and the adjacent waters of the Pearl River Estuary (hereinafter referred to as the three key sea areas) has generally improved in recent years, they are still in the peak period of pollution discharge and environmental risks, and the superposition of marine ecological degradation and frequent disasters. In this period, structural, root causes and trend pressures have not been fundamentally relieved.

  The relevant person in charge of the Ministry of Ecology and Environment said that the action plan focuses on the outstanding ecological and environmental problems in the three key sea areas, and the scope of tackling the difficulties has expanded from the Bohai Sea in the previous round to the Bohai Sea, the Yangtze River Estuary-Hangzhou Bay, and the adjacent waters of the Pearl River Estuary. The 2+24" coastal cities and their management sea areas will focus on pollution control, in-depth implementation of the systematic, comprehensive and source control actions of various types of land and sea pollution, and through regional key challenges, to promote the overall improvement of the ecological environment quality of the coastal waters across the country.

  According to the requirements of the plan, by 2025, the ecological environment of the Bohai Sea, the Yangtze River Estuary-Hangzhou Bay, and the adjacent waters of the Pearl River Estuary will continue to improve, and the comprehensive management capacity of the land and sea will be significantly enhanced.

The proportion of the three key sea areas with excellent water quality (Class I and Class II) increased by about 2 percentage points compared with 2020.

Steady progress has been made in the investigation and remediation of sewage outfalls into the sea, and the sea entry sections of rivers under provincial control and above have basically eliminated the inferior V category.

  The relevant person in charge of the Ministry of Ecology and Environment pointed out that in order to achieve the above goals, the prevention and control of land and sea pollution will be carried out in depth, and the inspection and remediation of sewage outfalls into the sea will be carried out, the water quality of rivers entering the sea will be improved, the pollution control of coastal cities, the pollution control of coastal agriculture and rural areas, the improvement of marine aquaculture environment, and the improvement of ships Special actions such as port pollution prevention and beach environment improvement.

At the same time, we will consolidate and deepen the effectiveness of ecological protection and restoration in the Bohai Sea, adhere to both governance and supervision, and promote the construction of beautiful bays in key sea areas according to local conditions.
