Earlier, the head of the self-proclaimed Donetsk People's Republic, Denis Pushilin, said that the Ukrainian authorities had been successfully delaying the implementation of the Minsk agreements for seven years.

Crimea became a Russian region after a referendum held there in March 2014, in which the majority of the inhabitants of the peninsula spoke in favor of reunification with Russia.
