China News Agency, United Nations, February 17 (Reporter Madlin) Ambassador Zhang Jun, Permanent Representative of China to the United Nations, explained China's position on the current situation in Ukraine at the Security Council on the 17th, emphasizing that the solution to the Ukrainian issue should return to the implementation of the new Minsk Agreement.

  The Security Council held an open meeting on the Ukraine issue on the same day, and the UN Under-Secretary-General for Political and Peacebuilding Affairs, Rosemary DiCarlo, briefed on the recent situation.

  Zhang Jun said that the New Minsk Agreement is recognized by all parties as a binding and basic political document for resolving the Ukrainian issue. After the unanimous approval of Security Council Resolution 2202, it should be fully and effectively implemented by all parties concerned.

Regrettably, most of the terms of the agreement have not been implemented, and there are currently new ceasefire violations along the line of contact.

It is hoped that relevant parties will show a constructive attitude, resolve differences in the implementation of the new Minsk Agreement through dialogue and consultation, formulate a roadmap and timetable, and promote the implementation of the agreement as soon as possible, so as to create conditions for a political settlement of the Ukraine crisis.

  Zhang Jun said that under the current situation, all parties concerned should remain rational, adhere to the general direction of political settlement, and refrain from doing anything to stimulate tensions or hype up the crisis.

All parties should properly resolve differences through equal consultation on the basis of fully considering each other's legitimate security concerns and mutual respect.

China supports all efforts to ease tensions, noting that Russia and France, Germany and other European countries are conducting diplomatic contacts at the leadership level recently.

Negotiating a balanced, effective and sustainable European security mechanism will lay a solid foundation for lasting peace and stability in the European region.

It is believed that European countries will make strategic and independent decisions in line with their own interests.

China also supports the mediation efforts of the UN Secretary-General to ease tensions.

  Zhang Jun emphasized that everything has a cause and effect.

NATO expansion is an inescapable issue in dealing with the current tensions.

After the end of the Cold War, NATO's repeated expansion went against the trend of the times to maintain common security.

The security of one country cannot be at the expense of compromising the security of other countries, and regional security cannot be guaranteed by strengthening or even expanding military groups.

This applies in Europe as well as in the rest of the world.

  Zhang Jun said that some countries insisted on the Cold War mentality, saying one thing and doing another. In order to seek absolute military advantage, they formed gangs in the Asia-Pacific region, and created some trilateral and quadrilateral "small circles" to deliberately provoke confrontation.

Such an approach will only bring division and turmoil to the Asia-Pacific region, seriously threaten the peace and stability of the Asia-Pacific region, and the result will not only be detrimental to others as well as self.

China urges relevant countries to learn lessons from history, uphold the concept of common, comprehensive, cooperative and sustainable security, adhere to enhancing mutual trust and resolving disputes through dialogue and consultation, and do more things that are conducive to world peace and regional stability.
