“Our message to Russia is that we are open to dialogue,” Smith said in a statement to RIA Novosti.

She again recommended that the Russian authorities take measures to de-escalate tensions around Ukraine.

Smith also noted that NATO is ready for a new round of negotiations with Russia on security issues, including through the Russia-NATO Council and the OSCE.

Earlier, Russian Foreign Minister Sergei Lavrov said that the response to the US and NATO counter-proposals on security guarantees would be published.

Press Secretary of the Russian leader Dmitry Peskov said that Russian President Vladimir Putin is ready for negotiations on the situation around Ukraine and security issues.
