“I fully support the decision of the State Duma to appeal to the President of Russia with the question of the need to recognize the independence of the Donetsk and Lugansk People’s Republics,” Kadyrov wrote on Telegram.

Earlier, State Duma Speaker Vyacheslav Volodin said that the State Duma at a plenary session voted in favor of sending Putin an appeal to recognize the independence of the LPR and DPR.

Putin noted that the authorities would act on the basis of "not fully realized opportunities for the implementation of the Minsk agreements."
