It was confirmed that Kim Won-woong, chairman of Liberation Day, who is being investigated by the police over allegations of embezzlement of profits, accepted the request for an extraordinary general meeting raised by some members.



If the dismissal of Chairman Kim is approved at this general meeting, he will be disgraced after two years and eight months after taking office in June 2019.



According to an official document obtained by a media company today (15th), in a notice sent to the delegates who are members of the general assembly yesterday, the Liberation Society announced that it would hold an extraordinary general meeting to vote on the 'No-confidence bill of the Liberation Chairman' at 11 am on the 18th at the Liberation Hall.



The official document in the name of Chairman Kim, who is the right holder of the extraordinary general meeting, informed the delegates that they would vote by 'direct voting'.



If 41 or more than two-thirds of the total number of delegates (61) vote for the dismissal through a secret ballot, it will be passed.



Previously, members, such as the Liberation Association Reform Group, who were calling for the resignation of Chairman Kim, submitted a request to the Liberation Association on the 9th to hold an extraordinary general meeting on the 22nd to propose the agenda for the dismissal of Chairman Kim.



Since taking office in June 2019, the suspicion of embezzlement of Chairman Kim, who has been constantly controversing over 'political bias', was first raised by the exposure of a former Liberation Party executive.



Chairman Kim completely denied the allegations, saying that it was a one-sided allegation of a former executive whose corruption was exposed internally, but the Ministry of Veterans Affairs confirmed some of the allegations to be true through an audit and commissioned the Seoul Metropolitan Police Agency to investigate.



According to the audit results reported to the National Assembly Political Affairs Committee by the Ministry of Veterans Affairs, if the statement of the informant and the contents confirmed by the Ministry of Veterans Affairs are combined, the total amount of slush funds used reaches 7,2565,000 won.



In detail, it was confirmed that the purchase of hanbok and suits was 4.4 million won, haircuts 330,000 won, and massages 600,000 won.



In particular, the massage cost was found to have been used for a total of 6 times, totaling 100,000 won each at an unauthorized establishment in an apartment complex in Jongam-dong, Seongbuk-gu, Seoul.



In addition to this, the cost of purchasing flowers for the National Assembly member’s office based on the testimony of the informant, including the 'Heo Jun Herb School construction cost' (14.86 million won), a cooperative established by Chairman Kim, and the 'Ahn Jung-geun model gun for the herbal medicine school' (2.2 million won). 3 million won), holiday gift certificates (2 million won), employee bonuses and picnic fees (14.2 million won) were confirmed.



The slush fund was created by using an intermediary customer at the National Assembly Cafe to place a false order, over-charging costs, or arbitrarily use the cafe’s cash sales.



According to the Ministry of Veterans Affairs, some of the slush funds were deposited into Chairman Kim's personal account and then used after being turned into cash through various steps.



In addition to this, it was also revealed that six official documents in the name of Chairman Kim that were not listed in the document registration ledger were issued in the process of using the office of the Liberation Hall for free and carrying out individual projects by an aggregate company registered as an executive by a relative of Chairman Kim.



However, the Ministry of Veterans Affairs and Veterans Affairs said, "The creation and use of slush funds is permitted, but the statements of those involved are different as to whether Chairman Kim's instructions, approval, or acquiescence are different."



Chairman Kim clearly expressed his intention to refuse to resign, saying it is "clear defamation" in response to the audit results of the Ministry of Veterans Affairs.



However, there are several interpretations regarding the fact that he suddenly overturned his position toward holding the general meeting, which was originally "the requirements for convocation of the general meeting are not met".



According to the articles of incorporation, if there is a request for an extraordinary general meeting, it has to be held within one month, and following the audit of the Ministry of Veterans Affairs and the police investigation, there is an observation that he may have changed his mind as pressure to resign intensifies.



In the sense that the general meeting was held earlier than the schedule requested by the members, and the guidance was provided in a 'direct voting' method, there are some views that it is a trick to prevent the quorum from being met by a 'surprise holding'.



However, there is an observation that there will be no problem in holding the general meeting itself in that it is possible to designate or delegate a proxy for a bill of no confidence.
