The Director-General of the National Qualifications Authority, Dr. Thani Al Muhairi, affirmed that “the project for licensing teachers and school leadership will work to overcome many economic obstacles, including the problem of low salaries for teachers, compared to the salaries of other professions, as the license was established based on international professional standards that will work on Raising the professional competence of teachers in the country, which in turn will lead to an increase in competition between teachers and schools to raise the quality of education, by attracting highly qualified teachers and encouraging them financially, which will enable teachers to provide a decent and better life for their families, and help them focus more on their profession and develop it.”

He pointed out that "the project was carried out with the efforts of the authority and its strategic partners, such as the Ministry of Education, the Abu Dhabi Education Council, the Knowledge and Human Development Authority in Dubai, and the Abu Dhabi Center for Vocational and Technical Education and Training."

It indicated that it "developed standards for licensing teachers according to scientific and methodological mechanisms of quality, in consultation with specialists and academics in the educational and educational sector, to be used in procedures for licensing, evaluating and qualifying teachers in public and private schools, by subjecting them to standardized tests before obtaining the license."

In detail, the Director-General of the National Qualifications Authority, Chairman of the Higher Steering Committee for Teacher Licensing and School Leadership, Dr. Thani Al Muhairi, confirmed to "Emirates Today", that "the committee conducted an international standard review of teacher and school leadership standards, in addition to the types and requirements of licensing in several countries (Australia and Canada). and the United States of America, England, and New Zealand), with the aim of setting teacher standards for the state to meet its aspirations to lay solid foundations for the development of educational competencies.

He explained that the teacher licensing system is based on four criteria: professional and ethical behavior, professional knowledge, professional practices, and professional development.

The school leadership licensing system is also based on four criteria: professional and ethical leadership, strategic leadership, educational leadership, and operational leadership.

Al Muhairi added: “The plan to implement the licensing system for teachers and school leaders includes multiple licensing entrances, and a gradual method for implementing the system, which consists of four entrances: the first is for newly trained teachers, and they can be licensed after receiving an initial education or training.

The second entry is for teachers who have evidence of previous qualifications and experience.

They can be licensed after assessments and recognition of their previous learning experience.

The third entrance is for teachers who have an international license.

They can be licensed after the equivalency procedures for international licenses.

The fourth entry is for teachers who do not have evidence of previous experience or for new teachers.

Al Muhairi added that "the most important areas of comparison with regard to teachers' standards and school leadership are represented in the cognitive aspect of teaching methods, the skill aspect in the application of educational theories, methods of self-assessment and student evaluation, the behavioral aspect and the preservation of values, in addition to the aspect of communication with the components of the educational process." .

He stressed that «the project will contribute to overcoming several obstacles related to the demographic structure, and the problems it includes, which encourages citizens to join this profession, as it restores to the education profession its prestigious social position, opens up future prospects and career progression, raises the status of the teacher professionally, and changes the image The negative stereotype that exists in society, which pushes many citizen families to not encourage their children to join this profession.

Al Muhairi stressed that "the project will stimulate education regulators in the country to achieve the goals of the national agenda related to the quality of education, by measuring the indicators of schools' progress in achieving the goals of the UAE Vision 2021, determining the level of skills and knowledge they have acquired, and the international tests conducted, which include a study of global trends in Mathematics and Science, and the Program for International Student Assessment.
