The facts The links of the ETA prisoners before meeting with the Interior: "Come on, let's pass the list of priorities"
The plan The three pillars of the plot devised by Otegi to favor ETA prisoners
Politics The PP and Vox demand the resignation of Marlaska and an investigation commission on the benefits to ETA prisoners
The investigation into the acts of reception of ETA prisoners has not only uncovered the contacts between the Government and the prisoners' entourage, it has also revealed a strategy to maintain the celebration of the
ongi etorri
avoiding complaints from the victims and eventual police intervention .
On neither of the two issues did the Interior Minister, Fernando Grande-Marlaska, want to pronounce on Thursday.
He had a public act, but the person in charge of the department, on which Penitentiary Institutions depends, did not mention the underground contacts with the ETA environment.
"Thanks to the telephone interventions and the development of the investigation," says a Civil Guard report sent to the National High Court, "it became known that the commission in favor of the prisoners was trying to cover up the acts of homage to members of ETA, proposing as a solution that they be held as
acts of support
or demonstrations".
In this way, the former ETA prisoners who control the events intend to "avoid complaints from associations of victims of terrorism, some political parties, etc., who considered them acts of glorification of terrorism."
The investigators reach several conclusions as a result of the document found in the computer of
Haymar Altuna
, one of those arrested by the Civil Guard along with
Antonio López Ruiz
, alias
'Kubati'
, for his control and organization of the
ongi etorri
.
Welcome to the released
The two pages of the document 'Proposal for the reception of prisoners' begin by saying that the State has put "the focus" on the
ongi etorri
, that "they are beginning to issue summaries in the National High Court" and that "there are indications that they intend to act against the structure of Sortu" [...] Therefore, he sees it necessary "to adapt the census and the
ritual
of the
ongi etorri
".
The document proposes three options for its celebration.
According to the researchers, with this "they could be trying to avoid possible judicial actions", as well as "minimize the repercussion and indignation that they cause [...] without desisting or giving up in any case to carry them out".
One of the three ways is to redirect the welcome towards a public demonstration.
"Introduce the prisoner in the demonstration, among the people," says the document, which specifies that the released person will not go on the banner and will not take the floor.
Another option that is contemplated is to carry out the act "in a closed or private space."
"Do the reception in a small space in the town (in the fronton, in the sports center, in the cinema, in the theater...), (without making a corridor, without flares... that is, without the typical paraphernalia). If there were no such spaces in the town, we would do it in any other corner of the region, where privacy is guaranteed."
The third option that is considered feasible is to allow "it to take place in a public space, as long as it is a very discreet and prudent place in the locality, also taking into account in this case the trajectory of the prisoner and its relevance."
"Day of Solidarity"
The reception, in any of the three forms, would not be the end.
Then came what is called the "Day of Solidarity".
"After the month/months of their arrival in the town, it will be time for the friends of the town to show their closeness and affection (lunch/dinner, a trip to the mountains, a talk... each town whatever it wants)".
The act has risks again, and this is how the document addresses it: "But be careful, to celebrate the day of solidarity we will have to maintain the criteria established up to now (be careful with the projection we give it, if the act takes place in a space closed, the words
ongi etorri
)" should be avoided.
The seized messages or documents reflect the concern about the outrage caused by the acts in public opinion.
Joseba Azkárraga
, visible head of the Sare network of support for prisoners, sends
Kubati
the message that "the one from Madrid" has given him.
This is the Secretary General of Penitentiary Institutions,
Ángel Luis Ortiz
, with whom he regularly deals with the requests that
Kubati
and other former prisoners transfer to them.
"I take this opportunity to tell you that the one from Madrid sends me a
with the photo of yesterday's
ongi etorri
and he tells me this doesn't help much."
The researchers conclude the analysis of the document, which they consider very valuable, indicating that the change in strategy with the
Etorri ongi
"is not based on moral conviction, but is a consequence of police, judicial, etc." work, and that those responsible "do not they renounce to make acts of homage", only to give them another format.
Marlaska's resignation
The Government spokeswoman spoke on the content of the report on Thursday.
"The Government moves in the field of law, justice and penitentiary institutions," said Isabel Rodríguez.
In the opposite direction, the leader of the PP, Pablo Casado, demanded that the Prime Minister, Pedro Sánchez, resign Marlaska.
"Sánchez has to dismiss the interior minister today and [Meritxell] Batet has to authorize the investigation commission that we have requested today," he said.
