Albares avoided talking about arms deliveries to Ukraine and, although he mentioned that "all measures are open," he insisted that "nobody on this side of Europe is preparing for a war."

deployed on the border with Ukraine .

Although he has denied any intention to attack, he has warned the West of a "military-technical" response if his demands for a NATO withdrawal from Central Europe are not met.

"We are following the deployment of troops with concern, but

this situation must be addressed through diplomacy

," said the Spanish minister, who mentioned the EU, NATO and OSCE as the appropriate forums.

"We have agreed on measures in the event that an attack on Ukraine occurs. It is not inevitable, but we are prepared," he added.

Asked if Spain, like other countries, is willing to deliver weapons to Ukraine, Albares did not want to leave the diplomatic track for a second.

"The position of Spain and the EU is clear: we work for a scenario in which any difference is resolved through dialogue and relaxation. This is the time for diplomacy and not to open scenarios and hypotheses that are not there"

The minister said that "all measures are open", but recalled that "the situation is tense enough to create a kind of self-fulfilling prophecy".

"These are dissuasive, not preventive, sanctions to protect the security of all European states based on international law."
