Surrounded by the chanting of thousands of citizens arriving in the mountain village of Arghan on the outskirts of Chefchaouen in northern Morocco, rescuers came out carrying the child very quickly, spreading joy that lasted for minutes before turning into a funeral when a message from the Royal Court mourned the death of the child Rayan.

Moroccan journalist Hamza Al-Wahhabi suggested that the authorities had known of his death before reaching him and removing him from the well.

Hamza said that the process of removing the child was negligent and delayed at first, due to the local officials' failure to appreciate the seriousness of the situation, and serious moves did not begin until a day after Rayan fell into the well, and the work continued day and night without stopping and took a professional character.
Hamza - who is director of the publication of the Chemali newspaper, a regional website in northern Morocco - stressed the need to fundamentally address the causes of the accident, which are the phenomenon of "sounds" or artesian wells and the problem of supplying those rural areas with water and electricity and paving roads, calling in this regard to launch a major development program in the region.
