The Nouvelle-Aquitaine Region will offer to pay, in the form of "advance", the 225 million euros missing from the financing plan for the South-West high-speed rail line (LGV) project, indicated its president Alain Rousset on Friday.

"This advancement will not be spent this year or the next, but will be registered as a commitment of the Region" and will be "reimbursed" a posteriori by the State, explained Alain Rousset at a press conference, citing a letter sent to him Prime Minister Jean Castex on January 25.

This contribution will be examined by the elected officials of Nouvelle-Aquitaine on Monday morning, during the vote on the regional budget.

A "dead end of 225 million euros"

This high-speed line project, which should save an hour's journey from Paris to Toulouse and 20 minutes to Dax, is estimated at 14.3 billion euros.

Its funding, provided for 40% by the State, 40% by local authorities in Occitania and New Aquitaine and 20% by the European Union, is currently weakened by the refusal of several Neo-Aquitaine communities to contribute to it.

"Basically, the impasse today is 225 million euros," said Alain Rousset, who proposes to take charge of this sum, in order to complete the financing before its examination by the Council of State on February 15, which paves the way for the creation of the public institution in charge of piloting the project.

This “advance” will be “reimbursed to the Region” by tax returns and other mechanisms “under discussion”, such as a levy on future rail tolls, “since SNCF Réseau will not have financed the operation”, a- he added. In his letter, which AFP was able to consult, the Prime Minister writes that the sums advanced will be "accounted for in such a way as to compensate, for the benefit of the Nouvelle-Aquitaine Region, the budgetary advances that it may have been required to vote ".

If the communities of Occitania had quickly agreed to raise 2.2 billion euros, those of New Aquitaine did not manage to collect all of the 1.7 billion euros which were asked of them. in the financing plan.

The Basque Country urban community, that of Grand Dax as well as the departments of Lot-et-Garonne and Gironde thus refused to participate, while the department of Pyrénées-Atlantiques contributed less than expected.
