Monica Crusner points out that it is the municipality that, within the meaning of the law, has parental responsibility for children who are cared for.
- We are suing for lack of supervision.
These children had no opportunity to claim damages then, and their lives were ruined, she says.

The cases concern children placed between 1940 and 1980, but it is also relevant to pursue newer cases.
So far, both the City of Stockholm and other municipalities have rejected liability for damages with reference to the expiration of the limitation period.
But Monica Crusner believes that the legal conditions changed in 2018.
- We believe that it is a statute of limitations that began to run only in 2018, when it was given the opportunity to run this type of process.
She says that she was very touched by taking part in the documentation and the testimonies that come from the victims.
- If you were a sadist, if you were a pedophile or if you were looking for cheap labor.
There are medical records, but the inspection visits - it can be one in 10 years.
