各地节前走访慰问城市困难群众，确保帮扶精准到位——
送年货送陪伴 助创业促发展

春节将至，对城市困难群体，各地采取了多项举措送去关怀：为低保家庭送去补贴、慰问金、衣物等，并帮助他们解决生活难题；为零就业家庭送去优惠政策和技能培训，帮助他们顺利创业、实现增收；为困难老人送去年货，并对房屋进行适老化改造，让他们过个舒心的春节。
慰问低保家庭——
购买物资 发放补贴
农历腊月十八，记者来到天津市河西区友谊街道谊城公寓社区，居民张玲敏(化名)家门框上张贴的崭新春联格外醒目：上联：事事如意大吉祥；下联：家家顺心永安康；横批：四季兴隆。
“街道干部关怀我们，前几天刚送来春联，祝福我们家越来越好。”张玲敏笑着说。过去几年，张玲敏的生活并非“事事如意”：虽然今年刚到40岁，但已做过3次大型手术，作为单身母亲，一人拉扯上初中的儿子，儿子也患有先天性心脏病。张玲敏本就没有稳定的工作，又因看病花光了家中所有积蓄，没收入没房产，只能和父母共住，被列入低保家庭。
走进屋内，客厅里整齐摆放着还没拆吊牌的过冬衣物、牛奶、麦片，“全都是街道领导送来的，我银行卡上也多出了近2000元慰问金。”张玲敏告诉记者。
河西区民政局社会救济科科长韩莉，这几天正忙着和同事们为困难群众购置春节慰问品，“春节象征着阖家幸福，我们要拿出实打实的举措，为困难群众安度春节兜好底。”韩莉介绍，在常规性救助方面，河西区每位困难群众可享受春节一次性救助款800元、春节慰问费100元，每户享受供热补贴340元到750元，享受电价补贴88.2元。
“像张玲敏这样的低保家庭，除每月固定的低保金以外，还会得到100元左右的物价补贴。因为她的儿子在校读书，还会得到一笔200元的困境儿童基本生活补贴。”韩莉说。

"Every year before the Spring Festival, our overall party members and cadres will walk around the streets with the street and community staff to deliver warmth to every needy person." Han Li said.
This winter, Tianjin once again suffered the impact of the local epidemic.
In order to ensure the basic living of the people in need, the Tianjin Municipal Bureau of Finance urgently allocated 390 million yuan of funds to provide heating subsidies, one-time subsidies and festival fees to the poverty-stricken people, families with minimum living allowances, disabled persons and other groups. Families with basic living difficulties, such as control and a sudden increase in living necessities, are also included in the scope of temporary assistance.
"The street is helping me apply for public rental housing, and it has also introduced me to a few jobs. I'll try it out in the spring." Zhang Lingmin said, what makes her most gratifying is that her son studies hard and conscientiously, and even takes a history class represent.
"I often say to my son that the current difficulties are temporary, and that we will succeed in learning in the future. We should give back to the society the warmth we have received."

In winter in the mountain city, there is a drizzle.
In the early morning of the 21st, Geng Tao, deputy chief of the Employment Guidance Section of the Employment and Talent Center of Jiangbei District, Chongqing, and several helpers from the Wubao Town Social Security Institute drove to the "Hu Erwa Farmhouse" in Ganba Village, Wubao Town.
"Xiao Geng is here!" Yang Qingmei, who was preparing firewood and turkey ingredients in the kitchen when she saw the person, stopped, wiped her hands, and greeted her with a smile.
On the eve of the Spring Festival, the Jiangbei District Employment and Talent Center and the staff of the Wubao Town Social Security Institute conducted a full-coverage return visit to the zero-employment families within their jurisdiction one by one.
After entering the door and sitting down, Geng Tao asked about Yang Qingmei's current situation, "This time I came to the door, mainly to see how you are doing now, Sister Yang. Do you have any new needs?"
A year ago, Yang Qingmei's life was very unsatisfactory.
Yang Qingmei lives in Ganba Village, Wubao Town, Jiangbei District. She and her husband are not highly educated and have no other skills. They only rely on fishing for a living. After returning to the shore in 2020, they lost their only source of income and became a family with zero employment.
Yang Qingmei recalled, "There was an old and a young child who needed to be taken care of, and my husband broke his leg and couldn't use gravity. I was really confused at the time."
“纳入‘零就业家庭’后，江北区人社部门要通过一对一、面对面等形式走访慰问，确保零就业家庭动态清零。”耿涛了解了夫妻俩的创业需求，把定向培训政策送上了门。“我想办农家乐，就问能不能学做菜。”杨清梅回忆道，“帮扶干部知道后，立马帮我申请到区里厨师学校进行培训，封闭培训一周。”培训结业后，杨清梅心里有了底气，拿着20万元的积蓄，准备在家里开农家乐。去年5月农家乐正式开门迎客。
没想到，他们又犯了难。“农家乐需要装修。家里房子太老，桌椅太旧，处处都得换，积蓄却只有20万元。”创业初期资金周转不够，怎么办？
杨清梅一筹莫展之际，恰逢耿涛上门回访，向其宣传江北区创业优惠政策，送上了“及时雨”。耿涛积极帮助其申请社保补贴和创业担保贷款。去年12月，杨清梅申请到30万元的创业担保贷款，还享受了年度社保补贴2500元。
不只杨清梅。2021年，江北区共实现城镇新增就业4.9万余人，开展技能提升行动2.5万余人次，发放创业担保贷款3253万元，就业形势稳中向好。春节期间，江北区将继续开展零就业家庭清零跟踪服务，宣传就业创业和技能培训优惠政策，确保惠民政策落地，困难家庭帮扶精准到位。
目前，农家乐经营已步入正轨。但杨清梅还有新需求，“区里培训政策好，我还要继续去学习酒店管理知识，把家里的空房间利用起来，将来做民宿。”如今，院坝旁两树腊梅开得正盛，竹竿整齐晾晒着数排腊肠，院落里到处悬挂、张贴着红灯笼、中国结、福字等新春饰品，一派红火的新年景象。“接下来，要在院坝前多栽几株腊梅花，还要买点盆栽，再把院子拾掇一下。”杨清梅对来年充满憧憬，“现在每月利润在1万元左右，未来日子一定越来越红火。”
关怀困难老人——
上门调研 送去年货
大寒节气，江西省南昌市东湖区龙沙社区，挂起的一串串腊肉和熏鱼让年味渐浓。龙沙社区党委书记孙斌越带着社区干部邱雯蔚和其他几位志愿者来到91岁的陈如娟老人家中。
"Someone's coming!" Chen Rujuan saw someone at the door through the gauze on the door, holding on to the handrail and tremblingly trying to stand up, "Sometimes it's the secretary, sometimes it's a volunteer, and people often come to see me."
Chen Rujuan, a native of Nantong, Jiangsu, came to Nanchang with her husband decades ago and lived in a factory family courtyard built in the 1990s on Dongjiayao Street.
After her husband passed away in 2017, Chen Rujuan became an orphan, with no pension or other source of income.
The community helped Chen Rujuan to apply for a monthly subsidy of 1,860 yuan, including nursing care fees, elderly subsidies, etc., which basically covered daily expenses, and also arranged for volunteers to come to the house to take care of the elderly.
"How is your body?" Sun Binyue hurriedly supported the old man.
"Everything is good, but I still have weak feet, so it's not good to go out to buy New Year's goods." Chen Rujuan said while holding Sun Binyue's hand with both hands.
"I'll bring you New Year's goods today!" Sun Binyue said, putting down the rice and oil in his hand.
Standing by the side, Qiu Wenwei helped the old man fold the bed and put the brand new quilt he just brought on the old man's bed.
Sun Binyue held the handrail that had just been installed beside the old man's bed and tried to lift the handrail from the ground: "Are the handrails still strong?"
"Only three or four young men can lift it." The old man couldn't help laughing when he saw Sun Bin's more strenuous efforts, "It's really convenient to have a handrail, and it's safer to get up at night to go to the toilet."
Since November 2021, Donghu District has successively carried out a series of warm-hearted actions for the elderly in need, including the aging-appropriate renovation for the elderly in financial difficulties: anti-slip treatment, installation of bedside guardrails, installation of handrails, configuration of shower chairs, Walking sticks and anti-lost devices, etc., at the same time, rice, oil and other New Year goods were sent to more than 100 elderly people in need, and Spring Festival condolences were given to the elderly according to the standard of 500 yuan per person.

Two cadres from the Social Assistance Bureau of the Civil Affairs Department of Jiangxi Province came to investigate. They asked in detail what electrical appliances are in the elderly’s home, what are the daily expenses, and whether the subsidies are sufficient. Clear the situation."

"Don't need anything! I have no relatives and no reason in Nanchang, so don't waste it." Chen Rujuan shook her head, her voice was loud, her bright eyes were shining, and she slowly gave a thumbs up, "But you took good care of me. Thank you to the party and government for making us happy."
