“It is not clear what is or is not the central demand of Russia,” he said.

According to the US Secretary of State, Russia has presented a number of proposals, some of which are "doomed to fail, such as closing the doors of NATO to new members."

“Other proposals, if they really contribute to strengthening security on a mutual basis, then we made it clear that we can discuss them,” he said.

Blinken also said that he was not bringing Russian Foreign Minister Sergei Lavrov to Geneva a written response to Russian proposals on security guarantees.

Blinken and Lavrov will meet on January 21 in Geneva.
