Train children's tickets plan to break the "height theory fare" State Railway Administration: plans to modify the preferential conditions for train children's tickets

The curtain of the Spring Festival travel has been opened, and the train connects the distance between home and heart.

With the rapid development of my country's high-speed railways, trains are more and more integrated into the lives of ordinary people, whether it is for the Spring Festival travel or daily travel.

Not long ago, the National Railway Administration issued a request for comments to revise the standard for children's preferential tickets that has been implemented for more than 20 years, which has aroused widespread concern in the society.

The State Railway Administration recently released a notice on the public comment on the "Railway Passenger Transport Regulations (Draft for Comment)" on its official website. Children under the age of 14 can buy discount tickets for children; children over the age of 14 should buy full-price tickets. If the real-name system for tickets is not implemented, children with a height of 1.2 meters and less than 1.5 meters can buy discount tickets for children; children with a height of 1.5 meters Children should buy full-price tickets."

In 1997, it is stated in Article 19 of the Regulations for the Transport of Passengers by Railway, which is still in use: "Children with a height of 1.2 meters to 1.5 meters traveling with an adult should buy a child discount ticket; Full-price tickets." In short, this consultation adds to the fact that under the condition of real-name tickets, children can use their age to enjoy preferential tickets, and it also retains that height is still used to judge children's tickets when real-name tickets are not implemented. standard.

The reporter searched and found that in 1991, the former Ministry of Railways had issued a document stating that "when children with a height of 1.1 meters to 1.4 meters, they should buy half-price tickets with the same seat, speed tickets and corresponding air-conditioning tickets with adults; children over 1.4 meters should be buy full-price tickets".

In other words, from 1991 to 1997, the "height line" of my country's children's train ticket discount once grew by 10 cm; from 1997 to the present, the "height line" of my country's children's train ticket discount for more than 20 years has stopped at 1.5 rice.

At the same time, in the "Evaluation of Height Development Grades for Children and Adolescents Aged 7-18" released by the National Health and Medical Commission in 2018, the reporter saw that in the classification of height development grades of adolescents in my country, the boys corresponding to the median height of 1.5 meters and girls are 12 years old.

According to the "Report on Nutrition and Chronic Diseases of Chinese Residents" released by the National Health and Medical Commission in 2020, the average height of boys and girls aged 6-17 in my country has increased by 1.6 cm and 1 cm in each age group in the past five years.

Some research scholars in the field of transportation pointed out that the National Railway Administration plans to break the "height-based fare" system that has been used for more than 20 years, which reflects the response to the needs of social development.

Mao Baohua, Executive Director of the China Comprehensive Transportation Research Center, Beijing Jiaotong University: According to age, it is more reasonable. One of our countries is that the management level has improved, and we can now have an information-based management level.

The governance level of the country has improved, and almost all of us now have ID cards and can know his age.

Our country has also become prosperous and strong. I think it is a very timely policy to give more welfare to the common people and children to grow up.

Expert: Avoid the one-size-fits-all height and let discount tickets benefit children

In recent years, different fields of society have put forward opinions and suggestions on the "one-size-fits-all" regulations on children's train tickets.

During the National People's Congress in 2018, representatives of the National People's Congress and members of the National Committee of the Chinese People's Political Consultative Conference put forward suggestions on the "children's vote" system.

It is recommended to avoid adopting the "one size fits all" rule based on height, in order to ensure the due welfare of "big children" and reflect fairness.

In 2019, Xiao Liu, an 11-year-old child from Anhui, sued the railway department after being asked to make up his ticket for being over the 1.5-meter standard.

Xiao Liu's father: When my child bought the ticket through 12306, his ID number had his date of birth, which means he was a child stipulated by law. Later, he was asked to be measured by his height on the train. I objected to this at the time.

At the beginning of 2021, many netizens left a message on the Internet to ask, "Children's ticket preferential treatment is based on height or age?" The Ministry of Transport replied that the range of free children is 6 years old (inclusive) or below 1.2 meters (inclusive) height; half price for passenger tickets The range of preferential treatment for children is 6-14 years old or 1.2-1.5 meters tall.

Those who meet either age or height can enjoy relevant preferential treatment.

But this regulation only applies to passenger shuttles and waterway passenger ships.

On June 1, 2021, the newly revised Law on the Protection of Minors was officially implemented. Article 45 of it clearly stipulates that urban public transport, as well as highways, railways, waterways, and air passenger transport, shall be subject to relevant regulations for minors. Implement free or reduced fares.

Tong Lihua, director of the Beijing Juvenile Legal Aid and Research Center: In the revision of the Law on the Protection of Minors, everyone agrees that one of the foundations for the state to establish a child welfare system is that children are not only the family, but also the state.

Nowadays, minors take public transportation in the city, including railways, highways, and planes. In fact, the preferential conditions of various industries are different.

With economic and social development to this point, minors should be given greater welfare.
