Kuwait: 4 officers of different ranks arrested on charges of torturing another officer

The Kuwaiti Ministry of Interior announced the suspension of 4 officers of different ranks, and the formation of a committee to review the work procedures of the State Security Service, following accusations of detention and torture of an officer.

In a statement carried by a number of local newspapers, the Kuwaiti Ministry of Interior confirmed that "Minister Ahmed Al-Mansour decided to form a committee whose main task will be to review and develop policies and work rules in the state security apparatus in accordance with the best international human rights practices."

The statement referred to the competencies of this committee, including “ensuring the conformity of the policies currently in force with the applicable laws and international treaties signed by Kuwait, and preparing the necessary policies to ensure the impartiality and professionalism of the agency when it performs its functions.”

These ministerial decisions come two weeks after an officer filed a complaint with the Public Prosecution against the State Security, accusing him of “kidnapping him, torturing him, imprisoning him for a day and a half, in a cold room devoid of seats, and making him sleep throughout his detention on the ground in a very cold degree.”

Based on this complaint, the Public Prosecution began an investigation with members of the State Security Service, earlier this month.
