• Concrete blocks, installed in front of the call center of 115, are controversial.

  • Opposition elected officials denounce an anti-homeless device, a symbol according to them of "rejection of people who have no other solution than to sleep outside".

  • The town hall indicates for its part that these blocks have made it possible to secure the street and access to the site.

"It is the height of cynicism to put this kind of device in front of the 115 where there is almost 90% of refusals every day", points out François Piquemal. This morning, this opposition elected to Toulouse city hall went to the premises of the Integrated Reception and Orientation Service (SIAO), which manages the emergency accommodation call number, for denounce the establishment of concrete blocks, topped with spikes, preventing homeless people from being able to sit or lie down on them.

“A month ago, the town hall added these anti-homeless devices in addition to those which were already present before.

Putting this in front of the 115 is the symbol of the total failure of a policy, the negation and rejection of people who have no other solution than to sleep outside ”, continues the elected member of the group. For its part, the town hall indicated that the first blocks had been installed three years ago at the request of the State, after the evacuation of extra-community families who had settled in front of the SIAO.

Improve security?

During the last year, other families in difficulty had again pitched their tents in front of the site.

“At the same time, four concrete blocks were added to improve the security of public space and guarantee access to the SIAO premises for all.

Local residents and neighborhood associations have told me of their satisfaction since the implementation of this measure, ”explained Jean-Paul Bouche, the mayor of the neighborhood.

But for François Piquemal, these blocks are far from improving the safety of public space, "because because of them pedestrians are forced to descend from the sidewalk to walk on the road".
