State Duma deputies will do everything to ensure that the bill on life imprisonment for pedophiles was adopted in January.

Speaker of the lower house of parliament Vyacheslav Volodin announced this on his Telegram channel.

Volodin made this statement in connection with the murder of a five-year-old girl in Kostroma.

The speaker of the State Duma recalled that one of the detainees turned out to be a pedophile-recidivist. 

The MP stressed that the most stringent measures against persons with a criminal record for child abuse "support the society."

“But many are convinced that this is not enough.


Criminals under such articles must serve life sentences in the most severe conditions - in the northern territories, mines.

These geeks must earn their own living with the hardest work themselves, remember every day the atrocities they have committed, regret it, "Volodin said.

This issue needs to be worked out together with the Federal Penitentiary Service, he added.

Recall that on December 21, the State Duma adopted in the first reading a bill on life imprisonment for repeated sexual violence against minors.

The State Duma recalled that at present, the maximum liability in the form of life imprisonment occurs only in the event of a repeated commission of such a crime and in relation to a minor under 14 years of age.

The bill proposes to extend life imprisonment to similar repeated crimes and in relation to all minors (under 18).

"In addition, the bill proposes to expand the use of life imprisonment in cases of committing a crime against two or more minors, as well as in cases when the specified crime is associated with the commission of another grave or especially grave crime," the lower chamber explained.

“You cannot call them people, although they are in human form.

We hope that this decision will protect children, families, society as a whole from those who cause irreparable harm, ”said Viacheslav Volodin at the time.

As Maria Lvova-Belova, Ombudsman for the Rights of the Child in Russia, said in December, over the past eight years, the number of sexual crimes against children and adolescents in Russia has grown by 79%.

Also at the end of December, State Duma deputy Vitaly Milonov proposed creating an electronic database of persons convicted of crimes against the sexual inviolability of minors under the Ministry of Internal Affairs.

In particular, Milonov recalled cases when "pedophiles registered with the internal affairs bodies, even with a criminal record, get a job related to interaction with children."

“It is obvious that such a 'job placement' always ends in tragedy.

Only by the fact of the tragedy, we again and again begin to wonder how a notorious pedophile managed to commit a heinous crime under the noses of law enforcement officers, teachers and parents, ”said the parliamentarian.

Olga Letkova, chairman of the Association of Parents' Committees and Communities, supported the initiative in an interview with RT.

According to her, the electronic database is a minimum measure, and in respect of persons convicted of crimes against the sexual inviolability of minors, it is worth establishing lifelong control.

Vice-speaker of the State Duma of Russia Anna Kuznetsova, in turn, announced the need to introduce lifelong supervision of pedophiles.

“We need to introduce lifelong administrative supervision, organize observation (bracelets that allow you to track the approach, for example, to kindergartens and schools), exclude the possibility of parole, fines, access to the Internet,” RIA Novosti quotes Kuznetsova.

Earlier, law enforcement officers detained two suspects in the murder of a five-year-old girl who disappeared on January 4.

According to the Investigative Committee, on Tuesday the girl went for a walk on Severnaya Pravda Street, from where she was taken by two men and fled in an unknown direction.

In the search for the girl, investigators, police officers and volunteers from the Lisa Alert detachment took part.

After a while, the child's body was found in a room in one of the city's dormitories.

The department opened a criminal case under paragraph "c" of Part 2 of Art.

105 of the Criminal Code of the Russian Federation (murder of a minor). 

The head of the Investigative Committee, Alexander Bastrykin, demanded a report on the progress of the criminal investigation.

The Ministry of Internal Affairs clarified that the suspects were detained two blocks from the hostel.

“Within a few hours, operatives identified and detained both suspects,” the department said.

According to the UK, the detainees confessed to killing the child. 

One of the detainees is 24 years old, he was previously conditionally sentenced for theft and is on probation.

The second is a 45-year-old man who, in 2017, was convicted of sexual intercourse with a person under age, as well as illegal distribution of pornographic materials.

In March 2021, he was released from prison.

By a court decision, administrative supervision was established against him.

According to the Ministry of Internal Affairs, the district police officer and the police officers regularly visited him.

In September, he was brought to administrative responsibility for violating the ban on leaving the city.
