US President Joe Biden, during telephone conversations with Ukrainian leader Volodymyr Zelensky, promised that the United States and its allies would respond decisively "in the event of a further Russian invasion of Ukraine."

President Biden has made it clear that if Russia continues to invade Ukraine by the United States and its allies, there will be a decisive response, ”the statement said.

According to Psaki, the head of the White House, together with the Ukrainian leader, announced support for diplomatic work, which will begin within the framework of the Dialogue on Strategic Stability, as well as on the sites of the North Atlantic Alliance (through the Russia-NATO Council) and the Organization for Security and Cooperation in Europe (OSCE ).

In addition, Biden reaffirmed the United States' commitment to the sovereignty and territorial integrity of Ukraine, spoke out in support of measures "to build confidence and de-escalate tensions in Donbass," as well as active diplomatic work to advance the implementation of the Minsk agreements, "which reinforce the efforts of the Normandy format."

Accusatory rhetoric

It is not the first time that the United States has accused Moscow of allegedly aggressive intentions towards Ukraine.

So, on December 17, at a meeting of the Council on Foreign Relations, US Presidential Assistant for National Security Jake Sullivan said that Russia allegedly had "not yet made a decision" on the "invasion" of Ukraine.

According to him, the analysis presented by the American intelligence community, which allegedly indicates that "the Russian authorities are seriously considering such a step and are engaged in its operational planning, is quite justified."

On December 20, Pentagon spokesman John Kirby also spoke about the presence of an allegedly significant military presence of Russia near the border with Ukraine during a press briefing.

On December 30, Joe Biden also promised a "decisive response" in the event of the Russian invasion of Ukraine during a telephone conversation with Russian President Vladimir Putin. 

At the same time, despite the "concern" of the American side about the situation on the Russian-Ukrainian border, last week during a briefing, Secretary of the Ukrainian National Security and Defense Council (NSDC) Alexey Danilov said that Kiev did not see a great danger and a significant accumulation of Russian military at its borders, and also does not observe threats of "aggression" from Russia.

The fact that Russia does not plan to attack anyone has been repeatedly emphasized in Moscow.

For example, in a December interview with the American magazine Newsweek, Russian Ambassador to the United States Anatoly Antonov said that the "daily warnings" of the American side about the alleged increase in Russia's military presence near the Ukrainian border "are nothing more than propaganda."

“Let me remind you that Russia has every right to freely move its troops on its own territory and conduct training events.

We do not threaten anyone, ”Antonov emphasized.

"Present as an aggressor country"

As the deputy director of the Institute of History and Politics of the Moscow State Pedagogical University Vladimir Shapovalov noted, Washington has been adhering to such an accusatory strategy for several months.

The analyst stressed that the United States is not even embarrassed by the fact that the NSDC says that there are no threats from Moscow.

Earlier, the Secretary of the National Security and Defense Council (NSDC) Alexei Danilov said that Kiev did not see the danger and a large concentration of military personnel near its borders, as well as "threats for open aggression from the Russian Federation."

“This inconsistency in the statements of the United States and Ukraine is due to the fact that the initiative on such accusations is in the hands of Washington.

It is the White House that is the customer of this escalation of tensions.

All reports about the allegedly planned "invasion" of the Russian Federation into Ukrainian territory are nothing more than an element of an information attack on Russia, "Shapovalov said in an interview with RT.

And this attack, he said, is only gaining momentum.

“We hear accusatory statements from many high-ranking US officials, which are also accompanied by threats against the Russian Federation and the actions of the American and NATO military participating in maneuvers near the Russian borders,” Shapovalov said.

According to the expert, thus increasing pressure on Russia, the United States wants to raise its stakes ahead of negotiations on mutual security guarantees.

"This is an old tactic of Washington - the desire to take a stronger negotiating position, creating information noise convenient for itself," the analyst explained.

At the same time, Shapovalov believes that Washington's accusatory rhetoric should not be viewed exclusively in the context of the upcoming security talks.

In his opinion, the United States is taking action against Russia, which may have a more "lasting effect."

“We are talking about the strengthening of military-political pressure on the Russian Federation from the United States, about the escalation of tension in the immediate vicinity of the Russian borders,” the expert believes.

At the same time, regularly repeating the phrase about "decisive response", the United States is not ready to actually fight for Ukraine, Shapovalov is sure.

“But Washington is quite ready to use the situation around Ukraine for its own purposes, wishing to harm Moscow as much as possible.

In general, the United States is the most unreliable ally for those countries that rely on their protection, ”the analyst noted.

In turn, Pavel Feldman, Deputy Director of the Institute for Strategic Studies and Forecasts of the RUDN University, believes that by promoting the topic of imaginary Russian aggression against Kiev, the United States thus justifies the need for the presence of its own armed forces both on the territory of Ukraine and in Eastern Europe as a whole.
