Xu Liqun, Han nationality, was born in May 1959, started working in July 1976, and joined the Communist Party of China in December 1984.

In September 2020, with the approval of the Party Committee of Ningxia Hui Autonomous Region, the Commission for Discipline Inspection of the Autonomous Region filed a case for Xu Liqun's suspected serious violation of discipline.
In November of the same year, the Supervisory Committee of the Autonomous Region filed an investigation into Xu Liqun's suspected serious violations and took measures to detain him.
In April 2021, after studying by the Standing Committee of the Disciplinary Committee of the Ningxia Hui Autonomous Region and reporting to the Party Committee of the Autonomous Region for approval, it was decided to expel Xu Liqun from the party; the Supervisory Committee of the Autonomous Region gave him a punishment of expulsion from public office; confiscated his disciplinary and illegal income and transferred him suspected of committing a crime. The procuratorial organs reviewed and prosecuted in accordance with the law, and the property involved in the case was transferred along with the case.
In August 2021, the Wuzhong City Intermediate People's Court publicly heard the case of Xu Liqun accepting bribes and illegally possessing guns.
In November of the same year, the Wuzhong Intermediate People’s Court convicted Xu Liqun of accepting bribes in the first instance and sentenced him to 11 years in prison and fined RMB 1 million; for the crime of illegal possession of firearms, he was sentenced to nine months in prison and decided to carry out fixed-term imprisonment. Eleven years and six months, and a fine of one million yuan.
Xu Liqun pleaded guilty and pleaded not to appeal.

The "two-faced man" with lack of party spirit and inconsistent nature
Party spirit is the cornerstone for party members and cadres to stand up, build up their career, stand up, and stand up for morality.

Xu Liqun, who had weakened party spirit and weak ideals and convictions, gradually threw the oath of "loyalty to the party" out of the blue, and also cultivated a set of superficial and behind-the-scenes "skills."
On the surface, Xu Liqun is a leading cadre with "clean and honest" and "decent work style".
During his tenure in Yinchuan Housing Management Bureau, he did not hesitate to offend other leaders and colleagues of the unit and repeatedly requested the return of the benefits provided by the unit.
He also decisively rejected the "special products" sent by his colleagues and subordinates, and even loudly reprimanded them.
Secretly, he often used his power to help private entrepreneurs whom he believed to be reliable, and received "facilitation fees." He frankly said: "I felt the'benefits' from power a long time ago. This kind of'benefits' improved the family. My life has made me indulge in the joy of being greeted, so that when no one delivers it, I feel very disappointed and I look forward to it."
"He privately divided his circle of people around him. Inside and outside the circle, he manages a two-faced life." The case handler told reporters that Xu Liqun treated people outside the circle with justice and not favoritism, so that the outside world thought he was a clean and honest service. He took good care of the bosses in his circle who he believed to be "safe and reliable". In front of these "owners", his greedy nature was exposed, and he accepted all gifts and cash delivered to his door. , And even took the initiative to ask for bribes, which would cost millions in one opening.
In 2007, Xu Liqun became the deputy secretary and mayor of Zhongwei Municipal Party Committee. After he was in charge of the party, he used the practice of "one set on stage and one set off stage" to perfection.
Whether in meetings, in articles, or in interviews, he talked a lot about how to achieve the "five not direct responsibility", how to prevent the use of power for personal gain, and let cadres work in a clean government.
In fact, he always intervenes and intervenes in the decision-making of various important matters, trying his best to provide help to the "friends" in the circle for personal gain.

A "smart man" who is good at calculating and working for personal gains
Party members and cadres should regard serving the people wholeheartedly as their eternal pursuit, and be willing to serve as public servants and make selfless dedication.
However, Xu Liqun’s beliefs are lost, great virtues are unknown, power is used for personal gains and public ethics are not abiding.

Xu Liqun has worked in the Housing Management Bureau for a long time and is familiar with related policies and system loopholes in urban planning and engineering.
After serving as the mayor of Zhongwei City, he acted arbitrarily and willfully, often greeted him privately, or made explicit decisions, or asked those who shouldn’t study at the meeting to study the fact that he was profiting for others in the form of collective resolutions.

Xu Liqun deliberately met some private business owners on weekdays, and used his power to help them, so as to win people's hearts and form a fixed "interest circle."

The projects are also affiliated to other companies, and Xu Liqun feels at ease with them.
Hu Moumou, a private business owner, is one of the members of the circle. When Xu Liqun was the director of Yinchuan Housing Management Bureau, he always followed Xu Liqun. After that, he would undertake projects wherever Xu Liqun took up his position.
In the meantime, whether Xu Liqun travels abroad, or needs renovation at home, or even buys gifts for a specific person, he will let Hu pay the bill, using it as an "cash machine" or "money bag."
When Hu Moumou talked about the relationship between the two, he said: "I am Xu Liqun's "little follower", I follow his words and never violate them." Such "loyalty" makes Xu Liqun very useful. With his great support, Hu Moumou became a contractor who could only do small projects and became the boss of important real estate projects in Zhongwei City, and the two formed a solid community of interests.
Concoct fake contracts and agreements.

In 2012, in order to buy real estate for his daughter in Beijing, Xu Liqun asked for 4 million yuan in cash from his boss Gao who asked for him.
After this, the organization conducted correspondence inquiries on Xu Liqun’s other issues. In order to cover up, Xu Liqun asked Hu Moumou for 4 million yuan to return to Gao Moumou.
Later, because Hu XX had too much involvement with his interests, Xu Liqun asked another boss, Cao XX, to invest 4.3 million yuan to purchase his daughter’s Beijing real estate in the name of a Beijing company, to go through the transfer procedures (the daughter actually lives), and The purchase price of 4.3 million yuan was transferred to Hu XX, and the additional 300,000 yuan was the "rent" given to Hu XX by Xu Liqun in order to cope with the organization's verification.
In the meantime, Xu Liqun fabricated the house holding agreement many times in an attempt to misrepresent the real.

Under the deterrence of the high-pressure anti-corruption situation, some party members and cadres have gradually shifted from accepting property directly to accepting bribes through more concealed means.
Xu Liqun was lucky in the face of temptation. He wanted to make money but also wanted to get away, so he tried his best to make calculations.
However, the essence of the "seamless" bribery trick is still to seek personal gains and to trade power for money.
If people don’t know, unless they do nothing, as long as it is a violation of discipline or law, even if the planning is "cautious" and the means "smart", it is only a matter of time before the incident occurs.
The "chief director" who deceived the organization and confronted the censorship investigation
The attitude towards the organization tests the party spirit of party members and cadres.
After you make a mistake, whether you believe in the organization and actively admit the mistake is to test the party spirit at a critical moment.
Only by being loyal to the party, always believing in the organization, relying on the organization, consciously accepting the constraints of party discipline, and keeping one's self-righteousness at all times, can we be stable and far-reaching.
Xu Liqun’s end to jail today is also the result of his ignoring the organization’s care and betraying the opportunities given by the organization again and again.
It is understood that the Commission for Discipline Inspection and Supervision of the Autonomous Region had interviewed Xu Liqun many times before investigating Xu Liqun, hoping that he would explain the relevant issues, but Xu Liqun always denied and cleverly argued.
He regards the organization as the opposite, and is busy "cleaning up the aftermath" after every conversation.
"The Xu Liqun case is more complicated and difficult to advance. It is a case that has a major impact in the entire autonomous region." On the other hand, he also allowed his ex-wife, current wife, daughter, son-in-law, mother, and younger brother to collude with the boss involved in frequent confessions, unifying the calibre, and forming an offensive and defensive alliance through forged contracts, false IOUs, and transfer of stolen money and stolen goods.

On November 6, 2020, on the same day that the Supervisory Committee of the Autonomous Region took lien measures against Xu Liqun in accordance with the law, he also organized a "meeting meeting" with relevant personnel in the teahouse to study how to "act" in the next step.

I never dreamed that the rest of my life would begin with being retained on November 6, 2020.

Loss of control of greed is the subjective cause of my serious mistakes.

But for a long time, driven by desire, the process will be repeated. When you receive 50,000, I feel that 10,000 is a small property, and the more and more I collect, it encourages the expansion of greed and becomes the subjective motive of corruption.
When I first served as the head of the Housing Authority, I asked my subordinates not to give me money, but after a year or two, I began to receive several hundred yuan from comrades who supported my work and had a lot of contacts.
After that, I rejected some of the gift gifts that others gave me, some turned in, and some quietly accepted.
It is these small money and small gifts that have fueled my greed and fluke mentality, and become the subjective motivation for the future failures.
When the subjective and objective factors such as party spirit change, party discipline awareness diminished, greed expansion, weakening of power constraints, etc., people will lose their rationality, have a fluke, have no awe, and only think about what they want and satisfy themselves. Regardless of other things, made a big mistake.
During my tenure in Zhongwei City, in order to consolidate the relationship with a certain related person, I took my boss’s money and bought her watches, diamond rings, etc.
At the same time, at work, I openly violated work discipline and helped my boss to contract projects.
Think about it when I dared to be so unscrupulous. On the one hand, I was greedy to do evil. On the other hand, I mistakenly believed that the organization would not deal with me because of my violation of work discipline. In this way, I stepped into corruption. For a long time, I "hardly" seek improvement in my work. I have neglected to always be vigilant, stay away from, and not touch the high-tension lines of discipline and law.
I ignored the bottom line of life that party members and cadres should not ignore.
This neglect made me a sinner. This neglect ruined me and ruined the results of my first half of life. I was a politically confused person. I only knew that climbing would bring me success and satisfaction. I didn't know that falling off a cliff would make me defeated.
I haven't studied party discipline by heart. I just know some concepts, but I don't know the specific content and sanctions.

Looking back on the road I have traveled in this life, I personally destroyed the wonderful retirement life that I won in my life's struggle, leaving behind endless regret and pain!
The lesson I learned at a painful price is: as a party member and cadre, we must strengthen the cultivation of party spirit, must strengthen the awareness of party discipline, and must control greed.
This lesson is too late for me, but it is a lesson for the majority of party members and cadres.
