- The pains I have take a lot of energy from me and it does not make things better that I can not get anything out.

It's just to be home all the time, says Rose-Marie.

Rose-Marie is in severe pain and has difficulty walking after two accidents.

She has therefore been given the opportunity to rent a permobile from Region Skåne to be able to get out and carry out her daily errands.

Must be stored indoors

As the permobile according to Region Skåne must be stored in a closed and locked space, the bicycle room is the most optimal storage space.

In the bicycle room there is an electrical outlet where Rose-Marie can charge the electric wheelchair and it is also located on the same floor as Rose-Marie's home.

To be able to store the electric wheelchair in the bicycle room, a ramp is required, something that the tenant-owner association has approved.

But when Rose-Marie applied for the housing adaptation at Ystad municipality, she was rejected.

- You get both sad and angry, you think "it should be so difficult to make a ramp", says Rose-Marie.

Conflicting messages

The municipality believes that Rose-Marie can instead store the electric wheelchair on her private patio as she lives on the ground floor.

They also believe that there is no support in the law that an electric vehicle needs to be stored indoors for functional reasons.

- But the municipality knows about Region Skåne's requirements, that's what's so strange, she says.

According to Region Skåne, it is mainly from a safety aspect that the permobile should not be stored outdoors.

- Rust attack in actuators is an example of a safety risk that can have major consequences, says Mikael Reingsdahl, operations manager for aids in Region Skåne.

Now Rose-Marie has appealed the municipality's decision to the administrative court.
