"It's a 1.4 million euro plan funded 50% by the state and 50% by the city," detailed Tuesday at a press conference Audrey Garino, the deputy mayor of Marseille in charge of Social Affairs.

"The city of Marseille is the first city in France to obtain this direct contractualization with the State", which "comes to sanction 17 months of work with the services of the State, with the associations, to set up a real plan of action and fight against poverty in the territory ", she added.

Until now, the prevention and fight against poverty, which have been the subject of a national State strategy since 2018, has been defined through agreements signed with the departments and metropolitan areas.

"Since our arrival, the city has decided to develop a proactive policy" in terms of poverty, the rate of which "is close to 26%, well above the national average", continued Ms. Garino, stressing that this reality has been "reinforced by the health crisis, by the Covid crisis".

In this convention, the emphasis will be placed on access to the rights of certain vulnerable groups often passing under the radar, in particular the homeless, domiciled people - that is to say without an address, who are more than 10,000 people in Marseille - or even seniors.
