  Recently, 16 departments including the Ministry of Transport issued the "Opinions on Strengthening the Protection of the Rights and Interests of Truck Drivers" (hereinafter referred to as the "Opinions").

  According to data released by the Ministry of Transport, in 2020, 17.28 million truck drivers in the road freight industry completed 74% of the total freight volume of the society and 31% of the turnover volume.

The "free flow" of China's economy is inseparable from the vast number of truck drivers.

  However, irregularities such as overloading and overloading have always existed in the freight industry, disrupting the order of the transportation market and harming the interests of compliance drivers.

On the one hand, the extensive development of the freight industry and some violations have affected road safety. On the other hand, the position of truck driver faces many little-known bitterness.

In some places, "enforcement" has become "penalty", and past truck drivers are fined arbitrarily.

On some urban roads, trucks are not allowed to travel, and frequent changes, leaving drivers at a loss.

In some places, illegal activities such as stealing oil and goods occurred.

  This time the 16 departments jointly formulated the "Opinions", focusing on the "difficulties and worries" of truck drivers and clarifying the package of tasks.

Including: strictly regulate fair and civilized law enforcement, resolutely clean up unreasonable penalties involving truck drivers, speed up the improvement of the departmental coordination and linkage law enforcement work mechanism, strictly enforce law enforcement supervision and discipline accountability, so that administrative law enforcement will be stronger and more warm; unblocked trucks Driver complaints and reporting channels, guide all localities to set up complaints and reporting telephones, and adhere to "one deal with one thing, report and investigate, and handle immediately" for matters involving truck drivers, such as arbitrary charges, arbitrary fines, and violations of laws and regulations; simplify truck drivers' handling and certification To implement the reform of “three inspections in one” for general road freight vehicles, continue to promote the “trans-provincial administration” of high-frequency government affairs for road transport employees; optimize and adjust the ban and restriction policies for trucks to ensure the basic traffic demand of trucks on urban roads.

"The issues that the "Opinions" focus on are long-term and widespread, such as some administrative law enforcement officers imposing arbitrary charges on drivers, and unreasonable policies for banning and restricting trucks on some urban roads.   Difficulty in rest and parking have always been a "worry" for truck drivers.

  "Preventing fatigue driving requires good rest conditions. Even if you drive for four hours and want to rest, there will be no place where you don’t stop." According to Master Zhang, because most highway service areas have few truck parking spaces and poor rest conditions, drivers sometimes simply stay there. Parking on the roadside to rest, "people do not leave the car" when sleeping, and dare not let the car out of sight when eating.

"You can save a little money in your sleeping car, and it can also prevent someone from stealing goods and fuel."

  How to ensure that drivers can rest and park safely?

It is understood that in recent years, relevant departments have actively promoted the reconstruction and expansion of parking spaces in highway service areas and increased the number of parking spaces. Some service areas have set up special parking areas for trucks.

Up to now, nearly 230,000 truck parking spaces have been set up in highway service areas and parking areas across the country.

The Ministry of Transport and the All-China Federation of Trade Unions have promoted the construction of more than 700 "drivers' homes" across the country to provide convenient services such as rest, showers, laundry, and hot water for truck drivers.

  The "Opinions" made it clear that it is necessary to improve the parking and rest conditions for truck drivers.

According to Cai Tuanjie, the director of the Department of Transportation Services of the Ministry of Transport, efforts will be made to ensure that truck drivers "park in place", "park with confidence" and "park comfortably".

First of all, scientifically adjust the proportion of passenger and truck parking spaces, further implement parking space reconstruction and expansion, strengthen electronic guidance services, effectively increase the supply of truck parking spaces, and ensure that trucks are "parked".

Secondly, in response to the problem of drivers who dare not get off because of the fear of the theft of oil cargo, strengthened parking monitoring in service areas, strengthened patrol inspections, and cracked down on toll road tyrants, allowing truck drivers to "park with confidence."

Third, relying on existing facilities such as logistics parks and gas stations of PetroChina and Sinopec, to further expand the coverage of the "driver's home", so that truck drivers can "stop comfortably".

  During the interview, a driver's master said that the "driver's home" is indeed good. Truck drivers can not only park on the side, but can also rest, eat, wash, shower, and go to the toilet.

However, there are still relatively few such places, and I hope it will be popularized in more places in the future.

  Let digital technology better serve road freight

  Digitization is being integrated into all walks of life, and road freight is also developing towards smart logistics.

According to incomplete statistics, more than 70% of truck drivers currently use the freight platform APP to implement related businesses such as finding goods and collecting payments.

During the interview, the reporter found that the driver master had at least one freight app on his mobile phone, and some used several freight apps at the same time.

  In recent years, the rapid development of new business formats and new models such as the "Internet +" freight platform has promoted the cost reduction and efficiency increase of the road freight industry while providing convenience for truck drivers in the transportation operation, which has been welcomed by the majority of drivers.

Mr. Meng, a truck driver in Huai'an, Jiangsu, usually finds sources of goods and completes transactions through the China Reserve Intelligent Transportation logistics capacity trading platform.

"This platform is very easy to use, saving the time of finding goods, and the freight settlement is also very timely. During the epidemic, the supply chain of many industries was affected, and the'Internet +'online freight platform minimized the losses of card users."

  However, there are also problems in the industry that some freight platforms take advantage of resources and induce drivers to lower prices and compete.

The "Opinions" emphasized the need to standardize the new business operations of online freight transport.

Improve the management system of the Internet road freight platform such as the network freight platform and the freight information transaction matching platform, and strengthen the operation monitoring and dynamic management.

Exploring and advancing the filing management system of the Internet road freight information transaction matching platform, establishing a social supervision mechanism, urging platform companies to fully listen to the opinions of platform drivers, and reasonably determining and adjusting information service fees, membership fees, pricing rules, bidding mechanisms, and dispatching rules. Rules, and publicity on the platform, shall not induce cargo owners to unreasonably lower prices and overload freight vehicles for over-limit transportation, and shall not induce vicious low-price competition and overtime work by truck drivers.

Strictly investigate and punish Internet road freight platforms harming the legitimate rights and interests of truck drivers and other acts in accordance with the law.

According to the relevant person in charge of China Reserve Intelligent Transportation, the platform has integrated the capacity of more than 2.7 million professional drivers, and will take the lead in implementing the "Opinions" issued by relevant state departments and adopt effective measures to protect the rights and interests of drivers from all dimensions.
