10 December 2021 In the fourth meeting of the CITE, the Interministerial Committee for Ecological Transition, the Ministers of Ecological Transition Roberto Cingolani, of Sustainable Infrastructures and Mobility Enrico Giovannini and of Economic Development Giancarlo Giorgetti, the timing for the replacement of motor vehicles was defined with internal combustion, deciding, in line with most advanced countries, that the phase out of new cars with internal combustion engines must take place by 2035, while for vans and light commercial transport vehicles by 2040 ". This was announced by the Ministry of Ecological Transition. As for niche manufacturers, specific measures may possibly be evaluated with the European Commission at thewithin the community rules.

The note from the Ministry underlines: "In this process it is necessary to implement all the functional solutions for the decarbonisation of transport in a logic of technological neutrality, thus enhancing not only electric vehicles but also the potential of hydrogen, as well as recognizing - for the transition - the essential role of biofuels, in which Italy is building a cutting-edge domestic supply chain ".

In this process, we read in a note, "it is necessary to implement all the functional solutions for the decarbonisation of transport in a logic of" technological neutrality ", thus enhancing not only electric vehicles but also the potential of hydrogen, as well as recognizing , for the transition, the essential role of biofuels, in which Italy is building a state-of-the-art domestic supply chain. As regards niche manufacturers, specific measures may possibly be evaluated with the European Commission within the Community rules " .

In fact, the European Commission, with the publication in 2019 of the European Green Deal, proposed a system of indications to implement the measures necessary to make the Union a carbon neutral area.

Transport, including international transport / shipping and aviation, produced 32% of greenhouse emissions in 2019, which was only 24% at the beginning of the century.

The scenarios proposed by the Decarbonising Transport in Europe project take into account not only civil passenger transport but also freight transport, including the urban and non-urban transport activity of vast metropolitan areas.
