The diplomat stressed that "negotiations on a peaceful settlement have actually reached a dead end."
Zakharova called on Kiev to abandon the sabotage of the Minsk agreements.
Earlier, the official representative of the Russian Foreign Ministry of Russia said that Kiev is transferring heavy artillery to the east of Ukraine to the line of contact, this is recorded in the OSCE.
She noted that, according to some reports, Kiev pulled up to 125 thousand military personnel to Donbass.
