　　“以高标准、可持续、惠民生为目标”“努力实现更高合作水平、更高投入效益、更高供给质量、更高发展韧性”，今年11月19日，第三次“一带一路”建设座谈会上，习近平总书记把脉定向，推动共建“一带一路”沿着高质量发展之路继续前进。

　　“这决不是封闭的国内循环，而是更加开放的国内国际双循环，不仅是中国自身发展需要，而且将更好造福各国人民。”习近平总书记的坚定话语，道出构建新发展格局中“同舟共济”“互利共赢”的深刻涵义。

　　行胜于言。

　　首家外资控股证券公司、首家外资独资寿险公司、首家外资全资控股期货公司、首家外资全资控股公募基金……近年来，多个“第一”陆续诞生，让不少外资企业感慨中国金融开放“雷厉风行”。

　　这是推进范围更大、领域更宽、层次更深的开放：全面实施外商投资法及其实施条例，外商权益得到保护；连续4年缩减外资准入负面清单，放宽金融、汽车等多领域市场准入；加大知识产权保护力度，营商环境持续优化……

　　这是更重规则建设，积极参与全球经济治理的中国贡献：参与世贸组织改革，发出中国立场与主张；加快建设面向全球的高标准自由贸易区网络；正式申请加入全面与进步跨太平洋伙伴关系协定(CPTPP)、数字经济伙伴关系协定(DEPA)，积极推行多边主义……

　　“随着中国经济增长更多转向由国内消费驱动，同时继续扩大开放，中国将为全球经济复苏注入更多增长动能。”国际货币基金组织总裁格奥尔基耶娃如此评价。

人民至上，向着共同富裕的目标扎实奋进，让百姓都能过上更好的日子

　　独龙江峡谷屏风九叠，依山而建的公路，让云南省贡山县独龙江乡的乡亲们奔向幸福的道路更加通达。

　　“我们赶上了好时候，路修通了，日子就好过多了。”在迪政当村，独龙族妇女李玉花抚今追昔，感慨不已。

　　时间，见证巨变——

　　2014年，独龙江公路高黎贡山隧道全线贯通；2018年，独龙江乡6个行政村整体脱贫，作为“直过民族”的独龙族摆脱千年贫困。如今，5G网络、特色产业、电商，让大山深处与外部世界愈发紧密相连。

　　9年，跨越千年——

　　“人民对美好生活的向往，就是我们的奋斗目标。”

　　2012年11月15日，迎着众人期待的目光，习近平总书记庄严宣示。

　　9年来，以习近平同志为核心的党中央以实际行动生动践行这一郑重承诺，听民声、察民情、汇民智、解民忧，让人民的获得感和幸福感有了实实在在的提升。

　　“小康不小康，关键看老乡”“决不能落下一个贫困地区、一个贫困群众”“全面建成小康社会，一个民族都不能少”……党的十八大后不久，新时代的脱贫攻坚战拉开序幕。

　　习近平总书记眼中的“小康”，不仅要看经济总量，更要看老百姓的生活质量，不仅要看平均数，更要看大多数。

　　历史将记住这个日子。

　　2021年7月1日，在庆祝中国共产党成立100周年大会上，习近平总书记庄严宣告：“经过全党全国各族人民持续奋斗，我们实现了第一个百年奋斗目标，在中华大地上全面建成了小康社会”。

　　“民亦劳止，汔可小康”，《诗经》里的千古吟唱，穿越历史风云，在社会主义中国成为现实；中国共产党带领人民的百年奋斗，将全面小康的历史丰碑树立在新时代复兴之路上。

　　“我们推动经济社会发展，归根到底是为了不断满足人民群众对美好生活的需要。”

　　9年来，以习近平同志为核心的党中央始终践行着这一执政理念，以经济发展不断厚积物质基础，不断厚植民生福祉：

　　现行标准下农村贫困人口近1亿人全部脱贫；居民人均可支配收入达到3万多元，中等收入群体持续扩大；义务教育入学率接近100%；基本医疗保险覆盖超过13.5亿人，基本养老保险覆盖超10亿人……

　　一组组数字，是“我将无我，不负人民”的责任担当，是“以人民为中心的发展思想”的旗帜引领，是实现“让人民群众的获得感成色更足、幸福感更可持续、安全感更有保障”的价值追求。

　　发展为了人民，是马克思主义政治经济学的根本立场。

　　发展为了人民，是中国共产党人初心使命的现实反映。

　　“中国共产党人的初心和使命，就是为中国人民谋幸福，为中华民族谋复兴。”践行初心使命，就必须始终坚守人民立场。

　　发展为了人民，是新时代习近平经济思想的根与魂。

　　以习近平同志为核心的党中央把马克思主义理论和中国实践相结合，创新发展马克思主义政治经济学“人民性”的内涵，并在9年来的实践中鲜明体现——

　　初冬时节，浙江省衢州市柯城区沟溪乡余东村，街巷间随处可见色彩浓烈的墙画：鲜红的大公鸡栩栩如生，金黄的稻穗映出农民丰收的笑靥，绿水青山间流淌江南风光……

　　“共同富裕路上，一个也不能掉队。”一幅画带动老百姓走上“共富”之路的故事，折射出浙江按照中央赋予的新使命，高质量发展建设共同富裕示范区的积极探索。

　　治国之道，富民为始。

　　“共同富裕是社会主义的本质要求，是中国式现代化的重要特征，要坚持以人民为中心的发展思想，在高质量发展中促进共同富裕”。习近平总书记强调。

　　着眼社会主要矛盾变化，将人民需要作为发展标尺，立足于推动共同富裕取得更为明显的实质性进展，中国经济航船向着更多更公平惠及全体人民的方向不断前进：

　　“就业是最大的民生”——深入实施就业优先战略和更加积极的就业政策，千方百计稳住就业基本盘，推动实现更加充分、更高质量就业；

　　“办好人民满意的教育”——深化教育教学改革创新，促进公平和提高质量，推进义务教育均衡发展和城乡一体化，“双减”政策落地推行；

　　“完善覆盖全民的社会保障体系”——持续扩大社会保障覆盖范围，加快发展多层次、多支柱养老保险体系，健全农民工、灵活就业人员、新业态就业人员参加社会保险制度；

　　“全面推进健康中国建设”——健全国家公共卫生应急管理体系，促进中医药传承创新发展，健全遍及城乡的公共卫生服务体系；

　　“房子是用来住的、不是用来炒的”——坚决遏制投机炒房，促进房地产市场平稳健康发展，解决好大城市住房突出问题，努力帮助新市民、青年人等群体缓解住房困难，推动房地产税改革试点工作破冰前行；

　　“让良好生态环境成为人民生活的增长点”——推动划定生态保护红线、环境质量底线、资源利用上线，打好蓝天、碧水、净土保卫战……

　　“读懂今天的中国，必须读懂中国共产党。”

　　12月2日，习近平总书记在向2021年“读懂中国”国际会议(广州)开幕式发表的视频致辞中深刻阐明——

　　“中国共产党将坚持人民至上，坚持全心全意为人民服务的根本宗旨，践行以人民为中心的发展思想，不断促进人的全面发展和全体人民共同富裕，更好满足中国人民对美好生活的向往。”

　　历史的车轮始终滚滚向前。

　　回看新时代9年来路，在以习近平同志为核心的党中央掌舵领航下，中国经济在砥砺奋进中书写出人民满意、世界瞩目、可以载入史册的壮丽答卷。
