Under the command of Major General Abel Kandiho, military intelligence officers have, according to the US Treasury, arrested, detained and assaulted civilians "
because of their nationality, their political opinion and their criticism of the government."
"
The United States accuses Ugandan intelligence of having detained these individuals without legal process, subjecting them to violence including sexual abuse and electric shocks.
Charges that Flavia Byekwaso, spokesperson for the Ugandan army rejected in a statement, saying she was "
disappointed
" with a decision taken by an allied country without "
fair trial
".
According to her, clarifications will be requested from the American authorities.
Many human rights associations denounced, during the election period last January, hundreds of abuses committed by the military intelligence services, including enforced disappearances.
In April, the Minister of the Interior gave Parliament a list of more than 1,300 people arrested by the police in connection with the elections.
