She announced it in her first investiture as president of the Community of Madrid, she reiterated it in her second appointment and now, two years and four months after acquiring that commitment, Isabel Díaz Ayuso will be able to consider it fulfilled: this Thursday, except for an unexpected turn in the script, the Assembly of Vallecas is going to approve

a reduction of half a point

in the autonomic section of personal

income tax

for all taxpayers.

will be the ones who complete the absolute majority that the

PP

lacks to be

able to carry out this measure, which all the parties on the left oppose en bloc. The agreement signed between the Government of Puerta del Sol and the Rocío Monasterio group at this point is only verbal and, although there are no surprises in sight, it will be necessary to wait until the telematic counting of the votes to confirm its validity.

With this reduction in personal income tax, a worker with an annual income of 35,000 euros will have a

tax savings of up to 126 euros

depending on his family situation.

In round numbers, it will mean a tax relief of more than 300 million euros a year for all families in the region, which also translates into a decrease in regional income of the same amount.

Even so, in the Madrid Ministry of Economy and Finance they argue that the money that citizens do not have to pay via tax will remain "in their hands", so they can use it for "consumption, savings or investment", which, at their own discretion. Once, it will generate "greater economic activity and employment" and, therefore,

"a growth in collection

.

This "historical" reduction -as they describe it in Sol- will take effect from next January 1. However, the tangible effects for the 3.3 million taxpayers in the region that will benefit from it will not be noticed until

the income statement they present in 2023

, coinciding with the electoral year.

In addition, with the approval of the Government of the measure Ayuso politically challenging the central executive, which openly accuse Madrid of

making

dumping

tax

and threaten to harmonization to the autonomies do not have room to lower taxes they manage.

"All communities can do exactly the same and, in fact, some decide to upload them and we have chosen the opposite path," defends the popular president.

Elimination of own taxes

In another more symbolic gesture than with significant economic effects, the Madrid Assembly will vote next week to eliminate the only two own taxes that exist in the region: that of the installation of

arcade machines

in authorized catering establishments and that of

deposit of waste

. In 2020, 3.4 million euros were collected for both concepts, but the message that is really wanted to send with its abolition is that companies that move here "will not find new tax rates", which will make "more attractive and investment safe.

According to Ayuso's team, these new fiscal measures add one more step to the tax policy carried out by the different governments of the PP in Madrid since 2004, which has meant a joint saving of 52,819 million euros, with an average of

16,500 euros per citizen

.

This, they add, has also allowed the region to become over the years the "economic engine of Spain", contributing 19.2% to the national GDP.

First tax cut

Until now, the Madrid president had failed to approve any tax cuts despite being one of the pillars of her liberal recipes for the region. In the previous legislature, that of the coalition with

Citizens

, came to agree with Vox three specific reductions in personal income tax, but they did not finish seeing the light due to the bad relations between his partner and Rocío Monasterio's party.

With the new reduction, this one of a general nature for all workers,

the Community of Madrid will have the lowest rate

for the lowest section of the income tax, 8.5%, and also for the highest, 20, 5%.

Three out of four beneficiaries will be people with salaries below the average and the average saving of the taxpayer will be, for example, 476 euros compared to an Aragonese, 466 in the case of a Catalan and 448 euros for a Balearic, according to the calculations carried out by the Ministry of Economy and Finance.
