09 December 2021 The President of the Republic, Sergio Mattarella, has adopted seven individual clemency measures. This was announced by the Quirinale. 



The head of state signed seven decrees of pardon, in relation to which the Minister of Justice, at the conclusion of the prescribed investigation, issued a favorable notice.



The decrees of grace


Michele Strano

, born in 1968, sentenced to six years, two months and twenty days in prison for the crime of voluntary homicide committed in 2012, during a robbery against him in which his brother was also killed. In granting the pardon of one year of imprisonment, the Head of State took into account the favorable opinion, formulated by the competent Attorney General, and the reconciliation process that took place between the families of the two victims.



Carlo Garrone

, born in 1941, sentenced to fourteen years in prison for the murder of his sister, committed, in a context of serious hardship, in 2014. In adopting the deed of clemency (reduction of one year and three months of imprisonment) President of the Republic took into account the age and health conditions of the condemned. As a result of these two provisions by the Head of State, the interested parties will have to serve a sentence of no more than 4 years of imprisonment, a limit which allows the Supervisory Court to apply the institution of probationary assignment to the social service.

Sebastian Oberleteir Heinrich

, born in 1941, was granted the pardon relating to the sentence of life imprisonment, imposed for participation in terrorist acts committed in Alto Adige between 1966 and 1967. In adopting the provision, the President of the Republic took into account the fact that his criminal acts did not cause deaths, of the condemned man's repentance who, in a statement attached to the request for pardon presented by his children, expressed his rejection of the violence and strong regret for the victims of all the attacks of that period and for the pain caused to their families, of his age, of the favorable opinion of the competent Attorney General and of the pardon granted by the two offended persons that it was possible to consult during the investigation,as well as the condition of general harmony long reached after that season.



Francesco Domino

, born in 1972, sentenced to three and nine months' imprisonment for fraudulent bankruptcy committed in 2011, for which the sentence was reduced by ten months. In assessing the request for pardon, the President of the Republic took into account the fact that the person concerned lives and works in Belgium where he requested that the sentence be carried out, pursuant to the European Union regulations on the mutual recognition of sentences issued by other Member States. . As a result of the leniency measure, the penalty falls below the limit that according to Belgian law allows expiation in a non-custodial regime, a more restricted limit than that in force in Italy.



Giuseppe Minisgallo

, convicted of associative crimes, who was granted a pardon in relation to the ancillary penalty of perpetual ban from public office. The Head of State took into account the fact that the prison sentence was fully expiated in 2011, as well as the social and work reintegration of the person concerned and the favorable opinion expressed by the competent Attorney General.



Cosimo Bruno

, convicted of driving under the influence of alcohol for acts committed in 2009 and resident in France, who was granted the pardon of three months of arrest (without prejudice to the fine of 2,000 euros). In evaluating the request for pardon, the President of the Republic considered the time elapsed since the commission of the crime and the work placement of the person concerned abroad.



Cristina Langella

, who was granted the pardon of the penalty of 450 euros of fine reported for the crime of refusing information on her personal identity.

The head of state took into account the modest gravity of the fact and the favorable opinion of the competent attorney general.
