- It is a person with complex needs who needs efforts that are very special.

We think we have given care and efforts in a way that is good for him, says Ewa Ekman, head of administration at Växjö municipality.

This is an autistic man in his 40s who has difficulty communicating and can become violent towards himself and others.

The man has for at least two years had a lock on his apartment which restricted his freedom of movement.

When Ivo was informed that there were irregularities in the accommodation, they started an investigation.

The anonymous reports state, among other things, that the apartment resembles a prison and that the autistic man needed to knock on the door to communicate with the staff.

The company's management and managers must have known this well.

Serious character

It is now clear that these protective measures, as the municipality calls it, have no legal basis.

Ivo wants the municipality to immediately give the man freedom of movement.

What Ivo gives us in his decisions is what we have to comply with, of course, says Ewa Ekman.

The case is, according to Ivo, of a "serious nature", but despite this the municipality stands up and believes that they have handled the man's special needs in an appropriate way.

- There is one thing I think is sad that we are lacking in and that is the documentation.

It is difficult to read how the decisions have been made and by whom.

So there it will be difficult to stand up for what we did and how it was a protective measure, says Ewa Ekman and continues:

- It would have been easier in our contact with Ivo if there was documentation where it was clearly noted how these decisions were made.

By 13 December, the municipality must report its measures to IVO.
