  At the same time as the release of the white paper, the United States was convening a so-called "democracy summit" in an attempt to artificially divide the countries of the world into three, six or nine classes, labeling them as "democratic" and "non-democratic."

  The outside world believes that in the face of the reimplementation of this democratic "obscure method", the original meaning of democracy needs to be polished, and the correct view of democracy needs to be re-established.

The world also needs to re-understand that "democracy is the common value of all mankind", and no country has the right to condescend to score other countries' democracy.

  The second is "the fit is the best."

This sentence once again conveys China's consistent view of democracy: there is no exactly the same political system in the world, and there is no political system model that applies to all countries.

Countries should choose a democratic form that suits their own modern development based on their own characteristics, and learn from it instead of copying it.

Looking back at history, China’s exploration of democracy in modern times has paid a heavy price for simply copying foreign models. Various attempts to imitate Western political systems such as parliamentary system, multi-party system, and presidential system have all ended in failure.

  For this reason, today’s China, which has successfully carried out democratic exploration and practice, does not impose its own democratic path on others, but “firmly supports all countries to independently choose their own democratic development path”, and at the same time, places their successful practice in “enriching mankind”.   "One side of soil and water nurtures democracy on the other side, and each has its own beauty, but also the beauty of each other." The outside world believes that this is the world expression of China's view of democracy.

  The third is "Democracy has no best, only better."

  In China's view of democracy, democracy is a concept that has no "complete time".

After exploration, China's democracy has formed scientific and effective institutional arrangements and concrete and realistic democratic practices. In this regard, the white paper has carried out a detailed summary of experience.

But the white paper also shows that China does not believe that its democracy is perfect.
