Ukraine claims that Russia has gathered 115,000 troops near the Ukrainian border in areas, including the annexed Crimean peninsula and the two regions in the east occupied by pro-Russian separatists.
Concerns about what the tense situation may mean is one of the points that will be addressed at the OSCE meeting that begins here in Sweden on Thursday.
On Wednesday, the news came that Russia and the United States will hold separate deliberations at the meeting.
