The City of Västerås has seen a vulnerability in the fact that there is very limited storage of food in Sweden and in several of the city's operations.
A large part of the food in the warehouses is destroyed if there is a power outage and the cooling systems stop.
One of the reasons why Västerås is now leading the way and becoming a leader in crisis preparedness is experiences from the large forest fire in Västmanland in 2014.
- The staff had to stand there in the woods hungry.
Food safety was not good, it was just luck that they did not get sick from the food, says Johan Ahlström.
