01 December 2021 The first Disability Cards, printed by the State Printing and Mint Institute, will be ready according to INPS estimates, in April.

The new card with photo and QR Code containing all the data of the disabled person, in respect of privacy and confidentiality, will allow them to demonstrate their condition of disability and access all the services that over time, through memoranda of understanding and agreements, will be made available.

The Disability Card is intended for 4 million people who have between 67% and 100% disability. Potential beneficiaries will be able to apply directly on the INPS website from February 2022 "with a super simplified procedure" and obtain it after two months. The new 'identity card' for people with disabilities will have a duration of ten years and will then have to be renewed.

The Disability Card was presented at the Multifunctional Hall of the Presidency of the Council of Ministers by the Minister for Disability, Erika Stefani, together with the president of INPS, Pasquale Tridico, and the president of the Polygraphic Institute and State Mint, Stefano Emperors.

With this project "we are moving towards the future aimed at simplification, de-bureaucracy and inclusion"  said

Erika Stefani,

defining the Disability Card also "an open project" since it will allow people with disabilities to take advantage of discounts, agreements and special rates thanks to agreements with public and private bodies. This project, which was born thanks to the collaboration with the Italian Federation for Overcoming

Handicap (

Fish

) and the Federation of Associations of People with Disabilities (

Fand

), aims to respond to the needs of disability not only in terms of assistance and services. but also to the future needs of these people ".

"A broad strategy which, in this case - underlined Stefani - sees us as leaders at the European level and forerunners of a virtuous path that could be at the center of further initiatives and additions". An agreement has already been activated with the Ministry of Culture to allow people with disabilities to have free access to public museums.

The president of INPS

Pasquale Tridico

defined the new card "a living object, a constantly evolving tool intended for an important audience, which, especially after Covid, has reached 4 million people" and which "simplifies the lives of our more fragile users ".

A Disability Card created with the "fundamental" contribution of associations, primarily Fish and Fand who have been fighting for years to see it realized. "Today a long journey that has seen us committed over the years as protagonists comes to an end and now the Disability Card is a reality also thanks to our commitment", commented

Vincenzo Falabella

, president of the Italian Federation of Overcoming Handicap (Fish).

Applause also came from the president of Veneto

Luca Zaia

who called it "a great civil achievement".

Furthermore, the possibility of accumulation between disability allowance and income from work has been restored.

"We have put an end to an injustice - commented Stefani - a person with disabilities has the right to work".

In the Finance Committee of the Senate there was a vote in favor of the corrective amendment that allows the accumulation of the disability allowance (287 euros per month) which is due to partial civil invalids plus the working income up to 4,931 euros gross per year.
