Premier Li Keqiang of the State Council hosted an executive meeting of the State Council on December 1 to deploy measures to clean up the outstanding accounts of small and medium-sized enterprises and ensure timely and full payment of migrant workers’ wages; passed the "14th Five-Year Plan" vocational skills training Plan to speed up the training of high-quality laborers and technical talents.

  The meeting pointed out that the governance of arrears of SMEs directly involves the promotion of marketization, rule of law, and the construction of an international business environment.

Since the beginning of this year, affected by factors such as the complex and severe environment at home and abroad and the spread of the epidemic, the accounts receivable of small and medium-sized enterprises have grown rapidly and the number of defaults has increased.

It is necessary to implement the deployment of the Party Central Committee and the State Council, and in accordance with the requirements of the main body of the market, intensify the efforts to rectify arrears of small and medium-sized enterprises in accordance with laws and regulations.

First, it is necessary to strictly implement the "Regulations on the Protection of Payments for Small and Medium-sized Enterprises" to rectify the abuse of market advantages and malicious defaults on accounts.

Agencies and institutions purchasing goods, projects, and services from small and medium-sized enterprises shall make payments within 30 days from the date of delivery of the goods, projects, and services, and the longest shall not exceed 60 days.

Authorities, institutions, and large enterprises must not force small and medium-sized enterprises to accept non-cash payment methods such as commercial bills of exchange, and must not abuse commercial bills to occupy the funds of small and medium-sized enterprises in a disguised form.

Large enterprises should announce to the public the overdue payments of small and medium-sized enterprises in their annual reports.

Second, it is necessary to consolidate the supervision responsibilities of local territories and departments, strengthen auditing and supervision, investigate and deal with the debts of small and medium-sized enterprises by agencies, public institutions, and large state-owned enterprises in accordance with the law, and severely hold them accountable, and expose serious breaches of trust.

Third, we must strengthen the construction of a long-term mechanism, improve the relevant system of construction project price settlement, and increase the proportion of project progress payments.

Fully implement the letter of guarantee (insurance) to replace the deposit.

The meeting emphasized that it is necessary to promptly formulate and improve the "Regulations on Optimizing the Business Environment" and other related supporting policies to fundamentally reduce and prevent the problem of arrears.

  The meeting pointed out that ensuring that migrant workers receive their wages in time and in full is a major issue related to the basic livelihood of migrant workers’ families.

The end of the year and the beginning of the year coincide with the settlement period for various projects and engineering funds. Special winter actions should be carried out to increase the control of migrant workers' wages in arrears, focusing on engineering construction, especially government investment and state-owned enterprise projects, and comprehensively verifying the special wages of migrant workers. The implementation of guarantee systems such as account payment and construction general contracting units' agency issuance, and strengthen market supervision and audit supervision.

Strictly punish non-payment of wages in accordance with laws and regulations, and notify and hold public officials who are dereliction of duty and accountability.

Effectively safeguard the legitimate rights and interests of migrant workers.

  The meeting pointed out that during the "13th Five-Year Plan" period, vocational skills training has made great progress, with subsidized training for employees, migrant workers, and impoverished labor force for nearly 100 million people. Job promotion played an important role.

During the "14th Five-Year Plan" period, we must adhere to the employment orientation, adapt to market demands, and promote the expansion and quality improvement of vocational skills training.

The first is to support various vocational colleges and vocational training institutions to carry out training, give full play to the main role of enterprise training, strengthen job stabilization training, and improve the skill training mechanism for employees.

The second is to strengthen the support for the construction of public training bases in the central budget.

Implement the pre-tax deduction policy for training expenses.

Tax support is provided for the purchase of related equipment for training.

Research and continue to use unemployment insurance funds to carry out job stabilization and vocational skills training.

The third is to strengthen the training of highly skilled personnel in advanced manufacturing and modern service industries.

Improve the employment and entrepreneurship capabilities of key groups such as college graduates, and train more than 30 million migrant workers.

Improve the quality of vocational education and training for employment and entrepreneurship.
