The lack of faith, the smooth life made her lose her way
Opening Wang Yan's resume, her life experience before being examined and investigated can be described as smooth sailing.
Wang Yan was born in a well-off family. She was regarded as a jewel in the palm of her parents by her parents and grew up under the care of her family.
In 1988, 15-year-old Wang Yan joined the song and dance troupe.
In 1994, 21-year-old Wang Yan joined the Communist Party of China.
"My life is carried out according to the plan. When my peers are still studying hard, I already have a stable job and income." When Wang Yan recalled this life experience, she bluntly stated that she had no experience. After frustration and competition, everything is going according to your own will.
After work, with her own efforts, Wang Yan stepped into a leading position. At the end of 2006, Wang Yan was promoted to the head of the Marketing Section of the Cultural Bureau of Panlong District, Kunming.
However, his ideals and beliefs have not been strengthened with the promotion of his position and the progress of his career.
Wang Yan's initial aspirations gradually faded in the interactions with management service targets, and she also laid a "foreshadowing" for future violations of discipline and law.
"After serving as the chief of the marketing department, due to work reasons, I often came into contact with the boss who wanted to spend money to buy cultural and entertainment licenses, and my heart began to shake." Wang Yan said frankly.

"Thinking that my work can bring me benefits, I was scared at first, but in the end I still didn't hold the bottom line." Wang Yan has always had a fluke in her behavior, thinking that she was just recommending from it and assisting in the transfer of ownership. If he didn't collect the benefit fee himself, it was his leader who was in the process of doing things.
Under the arrangement of her leader and then director of the Panlong District Cultural Bureau, Peng Mou (which has been dealt with in another case), Wang Yan treated the transfer of the cultural business license as a "money cow". In just one year, he was allocated 250,000 yuan.
Money obsession, from "passive participation" to "active attack"
Wang Yan, who had put the high benefit fee in her bag, squandered money lavishly, bought jewellery, jade, and famous watch bags without distress, and "enjoyed" the happiness built on the iceberg with peace of mind.
According to laws and local policies, licenses for the cultural market cannot be resold.
As long as the conditions are met, no fees will be charged for the relevant license transfer.
However, because the total number is limited and permits cannot be added, the scarcity is the most expensive. The permits that were processed before and are now idle in the Cultural Affairs Bureau have become very popular.
As a handler, Wang Yan is naturally familiar with the "quotations" of cultural market license transactions.
Using the convenience of her position, Wang Yan privately gave two licenses to her friends to open a game room, and received a benefit fee of 220,000 yuan.
With the "familiar way" of work, Wang Yan could no longer conceal her desire to expand deep in her heart. Using the convenience of working at the cultural bureau's window, she "proactively attacked" and started a sales promotion with the boss who came to consult with the permit.

The owner of the video game room who once asked Wang Yan for "help" pointed out the key to the existence of this power-to-money trading chain.
In 2013, Wang tried to find Wang Yan in order to obtain the electronic game room license. Under Wang Yan's introduction, he obtained a license for 420,000 yuan, of which Wang Yan got 190,000 yuan.
According to investigations, from 2006 to 2013, Wang Yan took advantage of his position to collect red envelopes from the boss of the electronic game room in his jurisdiction on New Years and holidays; he served as the head of the marketing section of the Cultural Bureau for 6 years, and Wang Yan jointly accepted more than 2.1 million yuan in bribes. Received more than 300,000 yuan in bribes alone.
With luck
Wang Yan has always been lucky. Until October 2019, her former unit leader Peng Mou was taken by the Kunming Municipal Commission for Discipline Inspection and Supervisory Committee to take lien measures.
But at this time, she was not thinking about surrendering, but asking for news everywhere, thinking about how to evade the investigation, fantasizing that she could escape the catastrophe.
In November 2019, Wang Yan was taken away from the unit by the staff of Chenggong District Commission for Discipline Inspection and investigation, and was subsequently taken to lien.
"At the moment I was taken away, I felt that the whole sky had fallen. But at that time I still felt unwilling, thinking that as long as I didn't explain it, your case handlers would not be able to do anything to me. I missed the opportunity to surrender." Wang Yan regrets too much.
The investigators collected evidence through a large number of investigations and obtained the factual evidence of their bribery.
In the face of iron evidence, Wang Yan was completely defeated and explained the entire process of her bribery, and the proceeds of bribery were recovered in accordance with the law.

In September 2021, Wang Yan was guilty of accepting bribes and was sentenced to four years in prison in the first instance and fined 200,000 yuan.
