  The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, all ministries and commissions of the State Council, and all directly affiliated institutions:

  The planning and construction of the Beijing City Sub-center (hereinafter referred to as the City Sub-center) will form the new two wings of Beijing with the Hebei Xiong'an New District. It is a major decision and deployment made by the Party Central Committee with Comrade Xi Jinping at the core. It is a millennium plan and a national event.

In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, and to further support the high-quality development of urban sub-centers, the following opinions are hereby put forward.

1. General requirements

  (1) Guiding ideology.

  (2) Basic principles.

Quality development, exploring new ways to gradually realize common prosperity, and set an example for promoting the coordinated development of Beijing-Tianjin-Hebei.

  (3) Main goals.

  By 2025, the functions of green city, forest city, sponge city, smart city, humanity city and livable city will be basically formed as the sub-centers of the city.

The relocation of Beijing-level party and government agencies and municipal administrative institutions has basically been completed, and remarkable results have been achieved in undertaking the deconstruction of Beijing’s non-capital functions and population transfer.   By 2035, a modern urban sub-center will be basically completed.

The role of undertaking the deconstruction of Beijing's non-capital functions and population transfer has been fully revealed, forming a modern urban management and social governance system, and a modern economic system. The "city sub-center quality" system is complete and mature, and the integration of high-quality development with surrounding areas has achieved remarkable results.

2. Insist on innovation-driven, create a new highland for Beijing's development

  (4) Strengthen the leadership of scientific and technological innovation.

Focus on the new generation of information technology, intelligent manufacturing and other fields, implement a number of national major scientific and technological projects and application demonstration projects, guide the deployment of innovation chains and industrial chains in the city's sub-centers and surrounding areas, and vigorously develop the digital economy.

Accelerate the deployment of new digital infrastructure around the fifth-generation mobile communication (5G) network, artificial intelligence, cloud computing, big data, Internet Protocol version 6 (IPv6), etc., and build a batch of new demonstration applications in the fields of smart city and digital village construction. Efforts will be made to build a housekeeping international seed industry science and technology park, build a number of modern agricultural industrialization demonstration bases, and promote the development of urban agriculture.

Support the implementation of a new round of pilot reform policies in the core area of ​​the Zhongguancun National Independent Innovation Demonstration Zone with conditions in the city's sub-center, and support the deployment of the Zhongguancun's industrial collaborative innovation platform in the city's sub-center and Beisan County.

Give full play to the leveraging role of government investment funds and drive social capital to invest in technological innovation projects in the city's sub-centers.

Explore the market-based pricing mechanism and benefit distribution mechanism for the transfer of scientific and technological achievements, and support the cross-regional construction of a batch of industry-university-research innovation and achievement transformation entities.

  (5) Enhance financial and business service functions.

Relying on the national service industry to expand the opening up comprehensive demonstration zone and the China (Beijing) Free Trade Pilot Zone, the city's sub-center will be built into the Beijing-Tianjin-Hebei financial innovation and high-end business development highland.

Accelerate the construction of global wealth management centers, strengthen the construction of financial infrastructure, and support the development of financial standard certification institutions, international financial institutions, and private financial institutions in urban sub-centers.

Encourage law firms and accounting firms familiar with international legal standards to locate in the city's sub-centers.

Strengthen the overall financial support for government services and residents' services in the city's sub-centers, securely and orderly accept financial institutions and branches that meet the development positioning of the city's sub-centers, and accelerate the development of regional pension finance and health insurance businesses.

Promote steadily the pilot projects of real estate investment trust funds (REITs) in the field of infrastructure, support the development of affordable rental housing REITs, and encourage public REITs fund managers to settle in urban sub-centers for development.

Accelerate the development of green finance, innovate financial products, support carbon peak carbon neutral actions and technology research and development.

Encourage financial institutions to establish special green finance institutions in accordance with the law, establish international green investment groups, and promote the Beijing Green Exchange to upgrade to a global national-level green exchange on the basis of assuming the national voluntary emission reduction and other carbon trading center functions, and build green finance And a sustainable financial center.

Support the innovation and development of financial technology, accelerate the promotion of legal digital currency pilots, do a good job in the implementation of financial technology innovation regulatory tools, support large banks and other legally established digital RMB operating entities, support qualified banks to participate in direct banking pilots, and explore the construction of digital asset trading venues .

  (6) Speed ​​up the development of cultural and sports tourism.

Support the city's sub-center to create a demonstration zone for the integrated development of culture, tourism, and business.

Accelerate the construction of the Grand Canal National Cultural Park, the Universal Theme Resort, and the construction of characteristic towns such as Songzhuang and Taihu, and turn Zhangjiawan Design Town into an urban design development highland.

Complete the construction of public cultural facilities such as museums, libraries, cultural centers (stations), theaters, etc., with high standards.

Promote the cross-regional sharing of canal cultural resources, focus on creating cultural boutiques, and support the holding of large-scale theatrical performances, excellent stage art exhibitions, cultural exhibitions and other cultural activities.

Build a sports park, create a new carrier for national fitness, support the hosting of domestic and foreign brand sports events, and support the establishment of top professional sports clubs such as football and basketball in the city's sub-centers.

3. Promote functional disassembly and create a new situation of integrated development

  (7) Orderly undertake the deconstruction of the non-capital functions of the central urban area.

Through the relocation of Beijing-level party and government agencies and municipal administrative institutions, we will promote the reorganization of Beijing's internal functions and strengthen the service guarantee for the functions of the capital.

Study and formulate a comprehensive policy for the adjustment of the inventory in the central city. State-owned enterprises and institutions that meet the development positioning of the city's sub-center are allowed to build or purchase office space when they are relocated to the city's sub-center.   (8) Speed ​​up the construction of Tongzhou District and Beisan County Integrated High-quality Development Demonstration Zone.

In accordance with the requirements of the four unifications, explore collaborative innovation paths in planning management, investment approval, fiscal and tax sharing, free flow of elements, public services, and business environment.

Through government guidance, market operation, and cooperation and joint construction, some industries and functions of Beijing will be extended to the surrounding areas such as the three counties in the north.

Strengthen the industrial cooperation between the city's sub-center and surrounding areas such as Beijing Economic and Technological Development Zone, Beisan County, Tianjin Wuqing District, etc., encourage Beijing's enterprises and industrial parks to connect with Beisan County's key industrial parks, and optimize the layout of the regional industrial chain.

4. Strengthen planning management and create a model for urban construction and development in the new era

  (9) Implement high-standard planning and construction management.

Strengthen the management and control of land and space planning, plan and implement the three control lines of permanent basic farmland, ecological protection red line, and urban development boundary.

Support the establishment of municipal facilities construction, ecological and environmental protection and other local standards that are higher than national standards and industry standards in the city's sub-centers and surrounding areas, and promote the construction of green cities, forest cities, sponge cities, smart cities, cultural cities, and livable cities.

Strengthen the guidance of urban design, adhere to the three-dimensional development of the ground and underground, strengthen the management and control of new high-rise buildings, strengthen the management of super-large public buildings, super high-rise landmark buildings, and key areas of construction, and shape the characteristics of the urban era.

Implement urban renewal actions, actively promote urban ecological restoration and functional improvement, and make up for shortcomings in the construction of existing residential communities in accordance with local conditions.

According to the principle of large-ministerial system and flattening, coordinate the use of various establishment resources to promote the reform of urban management and law enforcement systems.

Implement the strategy of rural revitalization, build key functional nodes for the integrated development of urban and rural areas, and promote the modernization of regional agriculture and rural areas.

  (10) Promote the construction of smart cities.

Strengthen the construction of the city information model platform and operation management service platform, create a digital twin city, build a smart and efficient city data brain, and explore the formation of an internationally leading smart city standard system.

Promote the construction of Beijing's government affairs big data platform in the city's sub-centers, promote the "Internet + government service", and support the city's sub-center government service reforms to take precedence and improve efficiency.

Strengthen the construction of new urban infrastructure and improve the level of systematization, networking and intelligence of municipal infrastructure.

Implement a batch of smart people-benefit projects such as smart medical care and smart transportation to improve the quality of urban services.

  (11) Construct a convenient and efficient modern transportation system.

Construct a convenient and intelligent integrated transportation system with rail transit as the backbone and public transportation as the leading factor.

Research to strengthen the rapid connection of urban sub-centers and central urban areas, and support the orderly planning and construction of urban (suburban) railway lines in urban sub-centers and surrounding areas to improve commuting capacity.

Formulate urban (suburban) railway public transportation operation standards, and create a batch of urban (suburban) railway demonstration projects.

Establish an urban road network system with a reasonable grading, implement the transformation of the sub-central section of the Beijing East Sixth Ring Road and the relocation of the functions of the national expressway.

Speed ​​up the construction of cross-border roads and cross-border river bridges.

Formulate and implement a comprehensive transportation integration upgrade plan for the city's sub-centers and surrounding areas to improve the level of interconnection.

  (12) Improve the level of public services.

Promote the rational distribution of high-quality primary and secondary education resources and medical resources in the urban sub-centers and surrounding areas in an orderly manner.

Establish and complete a normalized mechanism for epidemic prevention and control and a prevention, control and treatment system, strengthen primary medical service facilities and medical personnel, and improve the ability and level of responding to major public health emergencies.

Encourage social forces to run international hospitals in accordance with laws and regulations, support the construction of medical schools, high-level specialist hospitals, etc., and promote the construction of Internet medical platforms.

Promote the sharing of basic medical and health service resources and collaboration in the Beijing-Tianjin-Hebei region, and gradually realize cross-regional two-way referrals and mutual recognition of inspection results from hospitals at the same level.

High-level planning and construction of a multi-level elderly care service system that combines medical care and elderly care, and promotes the extension of Beijing's elderly care service projects to the surrounding areas such as the three northern counties.

5. Strengthen environmental governance and build a national green development demonstration zone

  (13) Build a large-scale green space.

Explore application scenarios such as hydrogen energy utilization, smart heating, and multi-energy coupling, and vigorously promote integrated smart energy service projects.

Promote pilot demonstrations of industrial wastewater resource utilization and implement industrial water-saving technological transformation.

Extensively carry out the creation of green communities, promote the recycling of domestic waste, construction waste and garden waste, strengthen the collection and treatment of hazardous waste and medical waste, and create a "waste-free city."

Strengthen the joint prevention and control of regional environmental pollution, comprehensively improve the quality of the ecological environment such as the atmosphere and water bodies, manage and control soil pollution risks, and gradually unify the regional ecological environment standard system and green construction standards.

Innovate management systems such as mandatory disclosure of environmental information and mandatory liability insurance for environmental pollution.

Improve the regional natural disaster early warning and monitoring network and the coordinated linkage mechanism for emergency response.

6. Comparing with international rules and building a new platform for opening up at a higher level

Organize and carry out pilot projects for the safety management of cross-border data flows, explore the safety management methods of cross-border data flows, and promote the legal, orderly and free flow of data under the premise of ensuring safety.

Support the establishment of a joint credit mechanism for Beijing, Tianjin, and Hebei Pilot Free Trade Zones, and improve the integrated credit reporting system for Beijing, Tianjin and Hebei.

7. Intensify reforms to enhance the vitality of development momentum

  (18) Strengthen financial support.

Increase the central government's support for the development of urban sub-centers, and reasonably ensure the construction and operation of basic public service areas.

On the premise of maintaining the overall control of government debt risks, increase support for local government bonds, and separately account for the financing needs for the construction of urban sub-centers as an important factor.

Encourage the use of authorized operations, infrastructure projects with operational construction content, etc., to revitalize existing assets, and support Beijing City Sub-center Investment and Construction Group Co., Ltd. to innovate financing models.

Support the issuance and listing, mergers and acquisitions, equity transfers, bond issuance, and asset securitization of eligible enterprises in the city's sub-centers and surrounding areas.

  (19) Explore the reform of land management and utilization system.

Promote the rational conversion of different types of industrial land, explore to increase the supply of mixed industrial land, and innovate policies for the use of inefficient and idle state-owned land.

Optimize and improve the land bidding, auction, listing and transfer system, promote the land use pre-application system, increase the reform of the land use pre-examination and land use approval system, and improve and optimize the construction land approval process.

The state will make overall plans to support the settlement of the balance index of cultivated land occupation and compensation for public welfare construction projects in the city's sub-centers and surrounding areas.

We will prudently advance the reform of the rural homestead system, and proceed in a steady and orderly manner to enter the market for rural collective operating construction land in accordance with the unified deployment of the state.

  (20) Effectively promote the balance of work and housing in a larger area.

Adhere to the positioning of houses for living, not for speculation, and establish a housing supply system based on the basic principles of the government providing basic guarantees, the market focusing on meeting multi-level needs, and the promotion of job-living balance.

Vigorously develop the housing rental market, expand the supply of affordable rental housing, separate land use plans, increase land supply, and support the use of collective operating construction land, idle land owned by enterprises and institutions, supporting land for industrial parks, and idle housing stock to construct affordable rental housing , Supporting the conversion of non-residential housing into affordable rental housing through the forms of "changing commercial leases" and "changing industrial leases".

Support the Beisan County to revitalize the stock land, rationally use the incremental land, and cooperate with the city sub-center to build affordable rental housing.

Increase the supply of housing with common property rights, and give priority to meeting the needs of eligible employees who have moved from Beijing’s non-capital functions to buy homes.

Strengthen the regulation of the real estate market, focus on stabilizing land prices, housing prices, and stabilizing expectations.

8. Organization and Implementation

  (21) Uphold the overall leadership of the party.

Put the party's political construction in the first place, run through the whole process of the high-quality development of the city's sub-center, strengthen the "four consciousnesses", strengthen the "four self-confidence", and achieve the "two maintenance".

Encourage cadres to act boldly and take responsibility, and encourage cadres of the central and state agencies who are politically firm and proficient in business to take up positions and hold posts in the city's sub-centers.

Give full play to the role of grassroots party organizations as a battle fortress and the vanguard and exemplary role of party members, unswervingly promote the comprehensive and strict governance of the party, and provide a strong political guarantee for the high-quality development of urban sub-centers.

  (22) Strengthen the implementation of responsibilities.

Beijing must earnestly perform its main responsibilities, clarify timetables, roadmaps, and tasks, improve incentives, assessments, and supervision and inspection mechanisms; study to give the city's sub-centers greater autonomy in reform and opening up, innovation and development, and appropriately delegate municipal administrative powers. Implement a pilot program for relatively centralized administrative licensing.

The sub-center of the city must take concrete responsibility for implementation, and actively strengthen communication and docking with relevant departments and surrounding areas to ensure that the goals, tasks and policies and measures specified in this opinion are implemented and effective.

Relevant departments should refine support policies in accordance with the division of responsibilities and promptly study and solve the difficulties and problems encountered in the work.

Tianjin City and Hebei Province should actively support and cooperate to form a joint force to jointly promote the high-quality development of the city's sub-centers.

Major issues, major policies and major projects shall be submitted for approval in accordance with prescribed procedures, and major issues shall be reported to the Party Central Committee and the State Council in a timely manner.
