- The change is implemented to make it better for the individual.

It is a change to be able to meet the challenges of the future where we see more elderly and more multi-sick.

When the responsibility for the whole is placed on one and the same performer, the quality increases.

In addition, for example, there are requirements for the individual to have a permanent care contact and a nurse responsible for the patient, says Liselotte Fager (KD), chair of the senior citizens' committee.

Area-based model

Linköping municipality is divided into three geographical areas.

In each geographical area, one part is procured, the other part will be operated by the municipal contractor Leanlink based on operational assignments.

Liselotte Fager states that the new model means a financial investment for the elderly committee, which will spend SEK 50-60 million more per year on elderly care than today.

- As the requirements are higher, the hourly wage will also be higher.

It will create conditions for increased quality for users and provide improved employment conditions for employees, she says.

The opposition is critical

Private contractors have the opportunity to submit tenders during the winter of 2021/2022. A decision on which private contractor will run the business in the various procured areas will be made during the spring of 2022.

The Social Democrats in Linköping oppose the procurement and think that all home care services should be run under municipal auspices.

- The elderly should not have to worry about recurring procurements where there may be several staff changes.

But for the Christian Democrats, it seems that companies' freedom of choice comes first, says Mikael Sanfridson (S), opposition councilor.



In the spring of 2023, work will start according to the new model.

The agreements will run over three years with the possibility of two extensions of three and a maximum of three years, respectively.

A contractor thus has the opportunity to have operations in an area for a maximum of nine years.
