• A care center for perpetrators of domestic violence (CPCA) has opened in Bordeaux and should cover the center of New Aquitaine.

  • The Bordeaux psychiatric hospital Charles Perrens and the SOS Solidarity association are piloting the structure, officially inaugurated this Thursday.

  • Faced with the increase in procedures related to domestic violence, it already promises to be undersized.

For eight months, a care center for perpetrators of domestic violence (CPCA) opened in Bordeaux and must cover the center of New Aquitaine (two others exist in Pau and Limoges). The Bordeaux psychiatric hospital Charles Perrens and the SOS Solidarity association are piloting the structure, officially inaugurated this Thursday on the occasion of the day against violence against women. It offers both health and social support.

Outpatient consultations are offered to perpetrators of domestic violence in Charles Perrens Hospital.

These are defendants under judicial supervision and awaiting trial, convicted persons in the context of follow-up, or even people who appear voluntarily.

"For example, a man in a relationship who has spotted in him a kind of potential for violence and who does not want to take action," explains Florent Cerrou, psychiatrist and coordinator of the CPCA Center NA for the Charles Perrens hospital center.

Identify and refer perpetrators

People who come to the center are first subject to a health and social assessment, and their legal situation is also taken into account, before a monitoring and guidance committee decides on the most suitable route. . The caregivers are starting to detect certain diseases: psychiatric disorders for example (they represent less than 10% of cases), addictions and psycho trauma, since often, the "authors reproduce in a way what they have lived", specifies Florent Tick. A deeper work on the personality of the authors, their management of emotions and their representations on femininity and masculinity intervene thereafter.

“Taking responsibility for perpetrators also means, in a good number of cases, preventing women from having to leave home and become precarious,” explains Gaëlle Tellier, member of the management board of the SOS Solidarity group.

As such, we have opened a first accommodation system in Gironde, placed under the care of justice.

Out of 50 people received since 2020, 33 were perpetrators of domestic violence.

An already undersized center?

Since 2019, domestic violence has exploded.

Frédérique Porterie, public prosecutor in Bordeaux, reports that the number of procedures related to this type of case was 1,900 complaints in 2019, 2,459 in 2020, and already 2,700 as of October 30, 2021 ... The number of people referred has him jumped 200% between 2019 and 2020.

These figures raise concerns that the center is already undersized.

“Over eight months we have already exceeded the objectives and we have longer follow-ups than expected, points out Chantal Bergey, psychiatrist and co-coordinator of the CPCA Center NA for the Charles Perrens hospital center.

A recalibration of resources will undoubtedly be necessary.

Specialized justice?

The department of Gironde asked the Ministry of Justice to be able to experiment "as in Spain since the early 2000s, a specialized justice against violence against women", after the vote of a motion on Monday.

The Gironde was notably marked by the case of Chahinez Daoud, 31, a mother of three children burned alive by her ex-spouse in Mérignac on May 4, 2021. The investigation carried out by the Ministries of the Interior and of Justice had in particular pointed out "a certain number of shortcomings between the various police and justice services", remind the signatories of the motion.
