It is a wish of the Head of State, announced this Wednesday evening, November 24, after the press release from the Council of Ministers which adopted the bill revising the Constitution.
The text must now be voted on by the deputies.
Yet it was President Macky Sall who abolished this post in May 2019, after his re-election for a second term.

Return to the two-headed executive system.
This restoration "
comes to adapt the organization of the executive power to a new economic and socio-political environment
", indicates the press release of the Council of Ministers.
It is accompanied in particular by "
the reintroduction of the responsibility of the government before the National Assembly
" and "
the power of dissolution of the latter devolved to the President of the Republic
".
The abolition of this post two and a half years ago was taken aback.
The reform, contested by the opposition, was not mentioned during the 2019 presidential campaign. The head of state's stated objective at the time: to become more efficient.

But the debate has been regularly revived since.
President Macky Sall found himself on the front line, without an intermediary… and without a fuse.
The return of a Prime Minister is announced in the context of a pre-campaign for the local elections next January.
In their sights: the presidential election of 2024, with the nagging question of a possible third term.
Is Macky Sall preparing his succession?
Who will be appointed to this strategic position?
Speculations began, in the absence of the Head of State, traveling this Thursday, November 25 in the DRC.
