• Politics The Andalusian Government brings to Parliament the last budgets of the 'legislature of change' without the support tied

After almost three years of legislature,

the Parliament has knocked down

this Wednesday for the first time some budgets of the 'government of change' in Andalusia, which is made up of PP and Citizens in minority. The three-legged structure that allowed the PSOE to take the institutional power of the Board from the PSOE in January 2019 has remained lame after the decision of Vox to distance itself with the Executive of Juanma Moreno, whom it accuses of not having broken enough with the dynamics and policies that the socialists practiced for 37 years.

Vox has added its votes, therefore, to the opposition of the PSOE, United We Can and the

non-attached

deputies

of Adelante Andalucía

, to inflict a defeat on the Andalusian Government that marks a before and after in the legislature. Now a

discount time

begins

that will lead to elections. The question is whether Juanma Moreno will continue in his determination to

exhaust the legislature

(with ballot boxes in November) or if he will precipitate the calendar, with early elections (although only for a few months) in spring.

It will depend, as he has repeatedly argued, on whether the new parliamentary correlation of forces, with

Vox exercising pure and simple opposition

, ends up systematically blocking the government's action, taking into account that the

Ministry of Finance

will now have to reconvert the Law of Budgets for 2022 in a trail of decrees and credit modifications to adapt the extended accounts for 2021 to the singularities of a year very marked by the new blows of the pandemic, economic reactivation plans and European funds.

Although Vox's decision not to support the 2022 budgets was taken practically before the summer, in the last month and a half, an

unprecedented

avenue of

negotiation with the PSOE

was opened to the Andalusian government

after the replacement of Susana Díaz by Juan Espadas, who offered to study the accounts. But the enthusiasm of the parties in the first bars of that dialogue soon waned. The negotiation has been limited to five meetings and a crossing of accusations between the interlocutors for alleged lack of sincere interest in settling the accounts. The Minister of Finance,

Juan Bravo

, exhibited hours before the plenary session on Wednesday the last

emails sent to the Socialist Group

this week asking them to return to the negotiating table. But, after systematically distrusting the offers, the PSOE found a few days ago the definitive alibi to break up the negotiation when an audio from the vice president of the Board, Juan Marín (Cs), recorded the past, leaked (through Cadena Ser) summer, in which he stated that the Andalusian Government was interested in extending the 2021 accounts for, among other reasons, not allowing the PSOE to "show itself as a useful party."

Be that as it may, the Andalusian Parliament has today returned the draft Budget Law for 2022, which will complicate the Andalusian Government the management of its

last year of legislature

. In return, Juanma Moreno has in his hands the objective argument that would allow him to justify

the electoral advance

for reasons of political blockade, although always looking askance at the evolution of some polls that, for the moment, blow in favor of his interests.

The project that Parliament rejected was the largest budget in the history of autonomy, with a global amount of 43,816.3 million euros, 3,253 million more than the previous year, which means an

increase of 9.1%

if The funds to come from the European Union are included, amounting to 5,899.8 million euros.

During the debate held this Wednesday in Parliament, the counselor Bravo insisted that the budget extension will

hinder investments

and the management of European funds and also considers that it will have a negative influence in the year 2022 and beyond.

Juan Bravo has reviewed the proposals of the PSOE and assured that, from an initial document with 67 initiatives, the government project already incorporates 45. And, from the last proposed decalogue, the counselor has shown himself willing to accept five.

He has insisted that the accounts raised by the Board

"have no ideology"

and are limited to guaranteeing the provision of services.

"We have received from the right and from the left" and that means - he has pointed out - that the Government is "where it has to be, which is in the center."

But what Bravo has spent the most time on has been convincing the opposition that his willingness to approve the accounts was sincere and so was his determination to involve all parliamentary groups, even facing cross vetoes. He explained, in this sense, that his interest has never been to

"build a story"

and has assured that his Ministry has dedicated more than 30 hours to negotiating: "And that is not done to deceive anyone."

Finally, during his debate with Vox, he has repeatedly asked the deputies of this parliamentary group why, if they have also been "part of the transformation of Andalusia", they do not support this latest budget of the legislature.

"Why not now? Why not now?"

, has repeated with emphasis. “It remains to be done, of course, but it is that they were 37 years of socialist governments and the alternative is to go back to the same thing. You cannot change everything in two years and ten months and with a pandemic in between, "he insisted.

The counselor has asked until the last minute of his intervention in the debate a change of position to those who have been his parliamentary partners, defending that "Andalusia is better today than in 2018", and underlining that a negative vote on the accounts puts in it threatens reactivation and

condemns

the community

to "blockade"

.

The Vox spokesman,

Manuel Gavira

, has confirmed, however, the refusal of his party to continue supporting the policies of the Andalusian government, which he has reproached for not having "dismantled the socialist structures and bars that ruined Andalusia and condemned it to the unemployment and poverty ”.

"The change is pure marketing and propaganda," said Gavira.

«The same thing continues to be done in education, in Canal Sur, in parallel administration; with

the same globalist policies

, with the same subsidies. It is not true that Andalusia is better today ». The spokesman for Santiago Abascal's party has accused the Andalusian Executive of having "lied and cheated" all Andalusians.

"They continue to reproduce the same disastrous policies of the PSOE-A," insisted Gavira, who has distanced himself from

any blockade strategy,

and has given as an example that this Thursday the reform of the Land Law will be approved in Parliament with his support.

«No, there is no clamp with the PSOE.

But our commitment to change in Andalusia has been betrayed.

You have dedicated yourself to managing the socialist heritage and Vox is not going to consent to that, "he concluded.

PSOE: "Bring back the budget with our proposals"

For her part, the Socialist spokesperson,

Ángeles Férriz,

has asked the Andalusian Government to bring the accounts back to Parliament, incorporating the ten points raised by the PSOE "and they will find us here." "We will be there, defending Andalusia," he insisted, after pointing out the Chairman of the Board as "solely responsible" for the failure of the negotiation.

The socialist spokesperson recalled that the proposals put forward by her group in the negotiation amount to

767 million euros and 150 million programmed in European funds

, and has considered that these initiatives could be financed with the increase foreseen for outsourcing of public health, with a cut in the payment of allowances and a reduction in spending on "institutional propaganda". "It is not a problem of resources but of will," he concluded.

Férriz has accused the president of the Junta of having put Andalusia in a "crisis of credibility and confidence" and has reproached him for continuing to "remain silent, without showing his face" despite the proposals presented by the Socialists to try to reach a an agreement.

“Their vice president privately acknowledged that they did not want to approve budgets for electoral reasons.

If it was true that Marín was going free, we told him the way to solve it.

You have it written on your mobile, don't make us show it.

We told him that this

was fixed with a call from Moreno to Juan Espadas

, and that call did not take place, "lamented the PSOE-A spokeswoman.

UP: "Referrals to private healthcare are a scandal"

The spokesperson for United We Can,

Inmaculada Nieto

, has questioned the triumphalism of the Andalusian Government and put the accent on the "deterioration" of health, despite the fact that the Ministry of Health has the largest budget in history.

The increase in referrals to private health "is a scandal" and "

no one controls the use made of that money,

" he pointed out, as he has also done with the increase in the weight of concerted education, mainly in Training Professional, "where dangerous friendships abound."

"These are the accounts of a bad government," he summarized.
