Then Donald Trump arrived and the relationship between the three countries was at glacial levels. Until today. Even the signing of the trilateral Free Trade Agreement reform demanded by Donald Trump was carried out in the least ceremonious way possible, in a separate part of the G-20 'summit' in Buenos Aires, in 2019, and with some puyas from Trump to his partners.

This Thursday, at last, the top leaders of the US, Mexico and Canada met again formally. But it was

a strange 'peak'.

First of all, there was no joint press conference. Biden did not speak, Trudeau was going to do it from his embassy, ​​and Andrés Manuel López Obrador (known by the initials of his name, AMLO), according to his style, did not have a planned agenda with the press. But it is that they did

not even meet at the same time.

So the 'summit' was actually three bilateral 'summits'. A celebration of the disagreement.

The meeting showed that each of the parties has their agenda. Trudeau insisted on asking Biden for tax breaks for electric cars made in Canada. Biden reminded the press that the decision is made by Congress, and made it clear that

he is not going to burn political capital to please Trudeau.

In fact, the headline of the meeting had nothing to do with Canada or Mexico, but with China, as Biden said that a diplomatic boycott by the United States of the Winter Olympics in Beijing in February "is something that I am considering". There is a two-party proposal in that direction in the US Senate, and the Speaker of the House of Representatives, Democrat Nancy Pelosi, has shown her support for the idea.

AMLO held a meeting with the vice president, Kamala Harris, from which there was not much to expect.

Although Harris's mission is to design and implement a

strategy to prevent illegal immigration

to the United States - in which Mexico plays a key role, as a transit zone - his interest in this matter is scarce.

To this is added that the vice president has shown no political initiative, which, incidentally, has served Biden very well to eliminate the danger of overshadowing him.

The result, however, is that the US government's immigration policy has reached enormous levels of unpopularity, and the problem, far from being solved, has worsened.

In the meeting with Biden, both were expected to address the energy counter-reform launched by AMLO, which gives primacy to oil over renewables, and sets a framework aimed at expelling the foreign private sector - and in good average American - from Mexico, at the same time which makes a formidable contribution to global warming.

Given the nationalism of the Mexican president, the chances of a deal taking place seemed remote.

The same was expected with the US complaints about violations of democratic guarantees in Mexico, and the country's fight against drug trafficking.
