• A violent fire broke out in an apartment building on Tuesday morning.

  • Several procedures had already been initiated in the past against the owner, "in order to enforce the regulations in matters of health and public safety", specifies the town hall.

The balance sheet, still provisional, is heavy. This Tuesday morning, one person died and at least one other was seriously injured after they defeated themselves from a building in Saint-Nazaire. At around 6.30 a.m., a violent fire broke out on the second floor of this residential building. A hundred firefighters and 55 machines, at the height of the intervention, managed to contain the flames, four hours later.

This Tuesday afternoon, while an investigation is underway and the emotion is strong in the district, the management of this private building on the rue de Pornichet, a former butcher's shop consisting of 15 apartments, is singled out.

"I am both sad and angry," responded David Samzun.

Because according to the mayor (PS) of Saint-Nazaire, several procedures have already been initiated in the past against the owner, "in order to enforce the regulations on health and public safety inside this building. ".

Incivility, overcrowding ...

Since 2017, the owner, who was taken into custody on Tuesday, would have been ordered to carry out various works, in particular after a prefectural decree after a finding of unsanitary conditions "for all the housing". A few months ago, a formal notice had also been sent to him to carry out various operations, securing the electrical installation in particular, which had been done according to the town hall. The municipal services had also had to intervene following a situation of accumulation of waste in a dwelling.

"The measures taken by the city and a report in June were not able to prevent this disaster and I strongly regret it", continues David Samzun.

This building, which offered furnished studios, was also already known to the authorities and the neighborhood for problems of incivility, overcrowding, traffic or nuisance.

This midday, the prefecture indicated to study the solutions of relocation for its occupants.

Residents wrote to the prosecutor

An investigation for "manslaughter" and "unintentional injuries" was entrusted to the judicial police, announced the prosecutor of Saint-Nazaire, Sylvie Canovas-Lagarde.

Hearings of witnesses, residents and occupants of the building "are in progress" but the search for possible other victims has been interrupted, she said at the end of the day.

But at the beginning of July, around thirty residents had sent a letter to the prosecutor of Saint-Nazaire in which they were worried about the “potential drama that a fire could cause in this building” or “misery and delinquency”, in particular linked to drugs. , " hang out ".
